Taking into account the fact that the issues related to energy efficiency of multi-apartment buildings nearly are typical in most regions/settlements of Armenia, the project is demanded by inhabitants of multi-apartment buildings everywhere and the replication issue relates to all urban-type communities.

The global environmental benefit of the project is the climate change mitigation. The project aims at increasing of energy efficiency of multi-apartment buildings, therefore reduction of natural gas consumption and emissions of carbon dioxide into the atmosphere. The reduction potential is significant because 35-40% of the energy in Armenia is used by buildings.

The innovative financial mechanism will be deployed by pilot implementation model, enabling to involve consumer credits and loans in increasing energy efficiency of multi-apartment buildings.

The project activities imply from Armenia's commitment under the UNFCCC and are in harmony with the national strategy and policy on its implementation.

The project aimed at increasing the energy efficiency of multi-apartment buildings, will directly impact on the well-being of the population. At present, poor technical condition of multi-apartment buildings makes households to consume more natural gas, electricity and other types of fuels in order to cover the unnecessary heat losses. The said is more valued in the view of the fact that vast majority of socially vulnerable people live in multi-apartment buildings.

The project does not imply any differences between the people depending on their gender, age, national and religious identity as in case with beneficiaries as well as with project implementation staff.

The project sets an example of innovative implementation mechanism for a PDF-A phase of the large-size UNDP/GEF Building EE/Armenia project under implementation.

The project will enhance capacities of local communities and management bodies of multi-apartment buildings of the Shirak region through demonstration of energy efficiency improvement and introducing renewable energy use practices in a pilot multi-apartment residential building as well training of modern and affordable energy efficiency technologies of buildings, software provision.

The project will have a sustainable impact on creating and preserving of environmental balance because it aims at increasing of energy efficiency of buildings - an area which has a significant share in use of energy resources. The calculations made by several specialized companies making financial investments in the area of energy efficiency of buildings, prove that the expenses are justified and recovered within a few years in terms of monetary means due to saved energy resources. The pilot implementation model will enable to consider possibilities of involving of credits and loans for increasing energy efficiency of multi-apartment buildings. One of the project targets is the capacity building of communities of the Shirak region having multi-apartment buildings. It includes training on modern and affordable energy efficient technologies of buildings and introduction of international best practices. The project being implemented through active participation of the “Lmbat” condominium of Artik city will involve also employees of the municipality and pilot building residents which will create sustainable institutional environment for the project. It is not excluded that the strategic recommendations of the project will include specific suggestions on improving of legislation and normative-legal framework.
