Adapting to climate change and disasters through participation
Climate change is a challenge of the century. Overall, in any form it manifests itself, this phenomenon threatens the environment, stagnating economic development and global prosperity. Moldova is not an exception. Climate change has become a threat to the environment, sustainable development, and the measures to mitigate and adapt to this should become a priority in the national and local policies.
Following the study on the natural disaster risks carried out in Stefan Voda district by the Red Cross, Palanca was placed among the nine villages of the district with high disaster risk. The population practically did not know about the adaptation measures to climate change, about the climate change disasters generated by the increased impact of human activities on the planet's climate that cause increasingly frequent natural hazards and destructions across the globe.
By implementing the project "Adapting to climate change and disasters through participation" Miscarea Ecologista Stefan Voda aims to strengthen the capacities to adapt to the effects of climate change, and to increase the awareness and involvement of the local government and the public on the implementation of the Local Action Plan on Adaptation to Climate Change in Palanca no. 6 /19, approved by Local Council on 20th of October 2016.
The project developing team, together with Palanca Mayoralty and citizens, propose the implementation of concrete actions stipulated in the Local Action Plan for Adaptation to Climate Change (LAPACC), namely the creation of a sustainable community information system, the installation of an operational information network composed of several equipments, such as amplifiers, microphone stands and speakers that will be placed in public places where usually the population is gathering (Central Square, gymnasium, kindergarten, crowded slums), pedestrian access, as required in the LAPACC by building a sidewalk on Acad. Ghidirim Street, procuring and installating a water tower for artesian wells and arrangement of a green fence protection zone for the barring fountains.
The project aims to achieve the following results, such as increasing level of public culture in environment protection, adaptation and prevention of the risks associated with climate change; planting and arranging of the land adjacent to the sidewalk; protection areas for the artesian wells that shall be planted and arranged native shrubs, flowers and green lawn subject to adaptation to climate change).
During the implementation of this project, over 250 people will be implicated directly: representatives of the mayoralty, councilors, local NGOs, private sector, experts, active citizens, young people, who will be familiar with the legislation on reducing and preventing the climate change risks, and how local authorities can become key decision-makers in the process of combating climate change and can implement Action Plans for Disaster Risk Reduction and Adaptation to Climate Change.

Project Characteristics and Results
Inovative Financial Mechanisms
In order to ensure an easy implementation of the project, the project team shall: • understand the role of each in the partnership • use an effective communication within the team, as well contracted economic agents • know all the procedures for implementing the activities and managing the budget with the co-financing of the partners and the community • make all the activities transparent and visible • know the legislation in force • inform about ecological education the young generation and of the population as a whole, through various instructive-educational activities • involve the community in environmental decision-making processes • apply an active and responsible training among women
Promoting Public Awareness of Global Environment
Main activities related to the communication strategy shall be as follows: • Conducting and transmitting press releases / articles in the local and national press (4 articles in the "Natura" and "Prier" magazines, 4 national radio articles, 4 ECO FM articles, local speaker networks) • Advertising and promotion by displaying banners (1 city hall, 1 organization) • Online advertising made by organizing the promotion campaign on social networks • Organizing promotional / information and discovery events (meetings, round tables, workshops, seminars, consulting sessions with economic agents) • Editing promotional materials - creating web materials, editing, creating and disseminating the video, • Installation of the information panel with project data.
