Weak governance and institutional incapacities have been one of the main reasons for lagging development in many districts and Badin is no exception. In this context, a high premium should be placed on sensitization and capacity building of key stakeholders within Badin so it can incorporate sustainable development and management concerns in the planning and implementation of its policies and projects. Local stakeholders, particularly those in decision making, are challenged by a number of issues, which range from engaging with and building consensus amongst diverse groupings of people and competing interests, to be innovative, creative and flexible in dealing with community issues and needs. Effectively dealing with these multiple challenges, requires specific skills set, trainings and exposure. Experience points to a lack of local institutional capacity and context-specific tools to answer leadership training needs. Moreover, insufficient cross-sectoral dialogue/networking between different governance actors (government, NGOs, media, private sector) to collaborate on advancing national/regional good governance agendas poses as a major impediment to local development.
The project aims to strengthen the local government system and promote good governance by building leadership capacity of the selected target group representing local government and civil society.

Notable Community Participation
Building upon its considerable experience and expertise, LEAD Pakistan wishes to undertake the proposed capacity enhancement program for political, bureaucratic and civil society stakeholders with an opportunity for observation, reflection, and an increased understanding of environment and development issues in the context of local governance.

Capacity - Building Component
The project aims to strengthen the local government system and promote good governance by building leadership capacity of the selected target group representing local government and civil society.

Gender Focus
Project will make special efforts to ensure that gender issues are addressed in the training module and other components. Women are represented in our proposal in all roles including training and advisory capacity. Therefore, nominations of female candidates to participate in the proposed capacity building program will be encouraged. LEAD will attempt to achieve a considerable participation by women.
