Our rivers - a challenge for transboundary waters
In 2012, the NGO "National Environmental Center" elaborated the report "Ecological status of river Bic river basin", involving the 63 Public Local Authorities (PLA), Ecological Inspections and Public Health Centers from Calarasi, Straseni, Ialoveni, Anenii Noi districts and Chisinau municipality, which implied planning, coordinating and organizing and mobilizing the population in practical activities. The project assumes a broad spectrum of activities involving population from Bic River Basin localities. These activities have the purpose to raise awareness and empowerment of the population on the protection of water resources, preventing pollution and combating degradation factors on river Bic. It will be organized 5 discussions with the population regarding the harmless watering of the cattle and development of safe products in towns located along the river Bic from Anenii Noi district. In the planting campaign to restore protection strips there will be involved the population from the localities concerned. It will be identified an individual household that will install a septic tank for capturing the waste water.
The project dealt with the improvement of integrated water resources management in the basin of Bic river, one of the biggest right-side tributaries of Dniester river – a transboundary course between Moldova and Ukraine. The length of the river is 155 km, basin of Bic river is – 2040 km2, this tributary increases the pollution of Dniester river by at least 3 times. It passes several administrative units of Moldova including the capital of the country and brings a considerable amount of pollution into Dniester river which is used by the communities of Moldova and Ukraine as a source of drinking water (for cities of Tiraspol, Bender and Odessa) and also for irrigation and aquaculture. There is no fish in Bic river downstream Chisinau municipality, the country’s capital, and the pollution of the river makes impossible survival of fish which chooses the river for spawning in spring, migrating from the main course – Dniester river. There is no SAP developed for Dniester river yet, still both countries launched initial cooperation for the protection of the river signing a bilateral agreement for the protection of Dniester river and developed River Management Plans according to the EU Water Framework Directive.

Project Characteristics and Results
Policy Influence
All the administrative districts of Moldova situated in Bic river basin (Calarasi, Straseni and Anenii Noi districts) were involved in the project. Calarasi and Straseni districts situated upstream Chisinau municipality adopted the local policy “+ 3 springs – each year arranged for Bic river” aiming to increase the water volume in the river. Upstream Chisinau, the river suffers from lack of water due to capturing of springs for water supply purposes and building of illegal dams and ponds on the course of the river for aquaculture and irrigation. It also suffers from lack of water due to climate change effects in the region, were draughts became more and more frequent. To demonstrate for local authorities the benefit of springs arranged for Bic river, 3 springs with the volume of 28t daily were arranged in Temeleuti village of Calarasi district in the project. The local policy will assure budgeting of local resources to arrange annually 3 springs and increase the water volume in the river. Anenii Noi district adopted the local policy of stopping irrigation from Bic river of food agricultural products. Anenii Noi district is situated downstream Chisinau municipality receiving a high amount of pollution from Chisinau municipality.
Promoting Public Awareness of Global Environment
Every even organized in the project will be publicized through websites: www.riulbic.md (resource portal Bic basin Council and projects carried out), www.comunicate.md (resource portal for mass-media), www.civic.md (resource portal for civil society), www.facebook.com / National Environmental Center. Through the website www.comunicate.md and social network Facebook, as well as available e-mails list, the mass-media will be invited for publicizing events and activities of the project. Also, major events, pollution cases will be recorded and distributed through TV, internet via Curaj TV. The activities and the results of the project will be discussed in the meetings of Bic basin Council, PLA, relevant competent bodies and institutions.
