Local capacity building for sustainable development based on valorification of natural resources in major touristic destinations in Moldova
In Moldova there are areas rich in natural resources attractive for the local population, visitors and tourists, but there are some chronic deficiencies, and as a result we see a meager recovery of biodiversity resources for achieving local profits, which would diversify the agriculture. At the same time ecological and rural tourism (agro and wine variants) is perceived by the people here as a good alternative for local sustainable development. And the project aims to increase the cohesion of the actors of local communities and combining the positive effects of two projects (one with funding Polish assistance contracted and one GEF SGP project) in implementing joint measures in the areas of eco-tourism recognized, connected to cross-national tourism routes. Thus in parallel will be achieved by synergy and consistency actions of two projects reflected in the joint actions and the dedicated Budget lines, namely: (i) Component Green (from the fund GEF SGP), (ii) Component clusterization in agritourism (Polish Assistance contracted by ADTM).
Aim of the project: Increasing and improving the capacities of local communities for the preservation and sustainable use of natural heritage in major tourist destinations in Moldova.
Project objectives:
OS1: Engaging local communities in participatory processes to implement recovery actions for non-degrading environment
OS2: Increasing and strengthening the capacity of civil society increasing welfare in local communities in non-agricultural activities based on local resources
OS3: Promoting and strengthening partnerships between local stakeholders in the association for sustainable tourism in major destinations in Moldova
Also will be reached and a transversal objective: Cooperation with other projects, co-financing of joint actions, transfer of experience between the 2 projects for 3 eco-tourism destinations
Target group: (i) The population of 3 eco-tourism destinations (approx. 33 thousand people), (ii) Local governments in three eco-tourism destinations (about 15 LPA), (iii) local and national NGOs from 3 eco-tourism destinations (about 15) (iv) visitors and tourists in 3 eco-tourism destinations (about 50 thousand persons), (v) Entrepreneurs, hosts and managers of natural and cultural resources, including women and young people.
The project activities:
• Regional workshops with APL / local actors for "GSP strategic initiatives and sustainable development"
• Development Analysis of tourism potential in the 3 tourist destinations to be included in the environmental, social development, with the risks involved, mitigation measures.
• Training Workshops "Project Cycle Management", "Green tourism", "Transparent Procurements and sound financial management of projects"
• Assist the beneficiaries in project development and promotion of eco / agro tourism projects
• Extending and equipping local museums to inform tourists destination (stands, furniture, laptop)
• Development, replication, distribution of the Guide for eco / agro tourism, Campaign for promoting
Results:
1. Organising and facilitating regional meetings to promote and strengthen partnerships between stakeholders and potential GEF SGP grant recipients
2. Flow information improved on good practices and lessons learned based on relevant analytical study of the environmental status in major eco-tourism destinations in Moldova
3. Recommendations of eco / agro tourism for local public policy, improving living standards and arising the benefits from local environmental resources, integrating gender considerations in community environmental initiatives
4. Develop and facilitate a series of workshops for potential grant beneficiaries of the GEF SGP, including topics about the components of the environment, their interaction, project cycle management, green tourism, transparent procurement and financial management of projects and strategic initiatives GSP lasting development.
5. Experience on sustainable management of eco-agritourism destinations.
6. Developing and promoting projects of capitalization of local resources through green tourism and strengthening synergistic partnerships developed between partners SGP.
7. Increasing the visibility of project results through the development of tourist information centers at destination.
8. To increase the awareness and inform the population through the development and promotion of tourism guides in green destinations.
9. Promoting the project and capitalize non-degrading natural resources at fairs and exhibitions, conferences, in media

Specific results of the capacity building project which it will achieve. SGP project level indicators:
• • 12 trainings / workshops in 3 eco-tourist destinations to increase the capacity of communities, community organizations, NGOs and local decision makers on environmental resources exploitation issues, events that GSP was assured presence;
• 60 Students trained and conscious of innovative approaches in 3 eco-tourism destinations, environmental issues and national trends;
• Capacity development for implementation of participatory decisions in productive landscapes management, encouraging collective management and sustainable use of shared natural resources (3 modules);
• 3 areas and landscapes protected with improved management, with significant ecosystems maintained and improved conservation status;
• 3 project ideas supported and promoted, eco-tourism technologies (with low GHG) applied at Community level;
• 15 OC and OSC showing the role of understanding assessment by applying the relevant assessment methodology. Documents of evaluation of the expected results of the projects.
The project is relevant for many priority areas and GEF reflects the needs of the Country Programme Strategy (GEF SGP). The project highlights the needs of the communities involved and the stakeholders involved in tourism zones with protected areas. As it will include marginalized communities, the poor and vulnerable, especially in rural areas. For the operational phase 6 of the GEF SGP this project aims at developing following areas: (i) Community landscape conservation; (Ii) Climate Smart Innovative Agro-ecology.

Project sustainability
Sustainability of the project can be considered as follows: • The continuity of the project is ensured through using and continuing the opportunities supported by teams' achievements in touristic destinations by cluster partner initiatives agro / ecotourism; • At the institutional level: the network of museums / local info-tourism centers in 4 destinations (with trained human resources, new information/visualization stands) will promote eco-tourism. They will promote cooperation with existing institutional structures, completing the team of volunteers and local agents and their training, providing of information and ensuring public debates; • At the financial level: the strengthening of human capacities for local tourism will lead to the promotion of their own natural resource protection projects. Given that, 3 LPAs will co-finance innovative agro-ecology projects and eco-tourism submitted to GEF SGP. Partners will attract financial resources, get funding from private firms, identify legal mechanisms for accessing funding, economic calculations, business plans and other tools for the factors that might contribute to the success and continuous impact of the project.
