Strengthening Community Capacities to Mitigate and Respond to Natural Disasters
The first phase of the project will identify and train 250 youths and women (125 females and 125 males) in 12 disaster prone communities in the Western Rural namely, Levuma, Funkia 1, Funkia 2, Fonima, Baoma, Kailahun Court Barray, Dodo, Milton Margai, Adonkia, Bango Farm, Angola Town 1 and Angola Town 2, to identify risk factors of natural disaster and generate response or the appropriate actions. This phase will focus on building the capacity of community structures to be able to obtain first-hand community level information using structured and systemic collection system, analyzing the information, and communicating the results of the analysis to policy makers/critical stakeholders in a form that will be easily recognized and understood to inform appropriate interventions on issues of natural disaster. The project will also strengthen and consolidate cooperation between and among government authorities, policy makers, humanitarian organisations, civil society groups and communities exposed to various levels of natural disasters to prepare and respond to emergency situations.
The second phase of the project will involve all trained participants to monitor and report on threats to the proximate local structure responsible for natural disaster at the community level to ensure/facilitate early response to the identified risk factors including issuing alerts for timely response, as well as provide humanitarian expert advice/guide to manage the impacts of natural disaster affected communities in the project target area. Key among the activities in this phase will include engaging people to identify disaster risk factors and issuing alerts, providing feedback on referrals and coping mechanisms when disaster occurs, organizing open community dialogue platforms to discuss issues relating to disaster prevention, management and humanitarian assistance coordination, etc.
The project is linked to the GEF/SGP strategy 3.3 (Grant-maker+ strategies-Policy influence) and the thematic area on capacity development to developing a two-way communication between and among affected communities, GoSL, CBOs and Humanitarian Agencies
