Project Results
To successfully carry out the project task and planned activities and to Develop the Strategy of the country program of the SGP GEF EO7 which aims to ?promote and support innovative, inclusive and scalable initiatives, as well as to encourage partnerships with the involvement of multiple actors at local level to address global environmental issues in the priority land/sea landscapes?, ADTM launched in parallel the activities for step 1: Consultation and the exercise of delimiting the scope for the Country Program Strategy in EO7 and step 2: Evaluating the initial situation regarding the selected terrestrial landscape.
Several potential beneficiaries and relevant actors were trained in the process of conducting the SGP/GEF for EO7, who were asked for a clear opinion on the priorities of the document, which will be the basis for the process of selecting the projects submitted by the potentials beneficiaries in the next 4 years. To make the process of consulting public opinion more efficient, several participatory events were organized: 6 regional meetings and approx. 30 focus groups which discussed the prioritization of strategic initiatives and criteria for the selection of terrestrial landscapes, priority actions for intervention, as well as the implementation of the Country Strategy of SGP/GEF.
The total number of participants is 292 persons, representing different categories of potential beneficiaries and relevant actors including: local and national public associations, local public authorities, local entrepreneurs, national public environmental authorities, various agents and development partners, etc. The opinion was consulted on the basis of detailed questionnaires, the subsequent analysis of the responses allowed the selection and prioritization of the Strategic Initiatives of SGP for EO7, the actions needed for CSO interventions, to identify the risks, which may jeopardize the process of carrying out the Strategy in the next 4 years, the processes for and stimulating the wider involvement of local communities, etc. Also, in the thematic focus groups were discussed the modalities of synchronization of the financing programs on the priorities similar to those supported and promoted by GEF SGP in the Republic of Moldova in order to make the efforts to attract the co-financing sources more efficient.
After the achievement of the first part of the specific Objective 1. Consultation and the exercise of delimiting the scope for the Country Program Strategy in EO7 (1.1 Consultation of relevant actors), a brief report of the process of consultation and delimitation of the field of coverage and a preliminary description of the Country Programme of Strategy including the approach to the terrestrial landscape was prepared. Based on the materials collected during the Public Discussions, a prodocument of the Country Strategy was produced, presented on 20.01.2020 for consultation at the National and International GEF SGP Office.
Within the specific Objective 2. Evaluation of the initial situation regarding the selected terrestrial landscape until the organization of the Public Discussions of the priorities for the new Strategy, the subcontracted experts carried out studies of the situation in the legislative field, the scientific analysis, of the aspects regarding their practical realization by the state institutions responsible for the environment in general and that of the landscapes in particular. As a result of the discussions, most of the participants opted for the area of implementation of the future SGP projects for EO7 to be the whole territory of the Republic of Moldova. Thus, following the survey with the relevant actors (NGOs, LPAs, representatives of environmental authorities, scientists, etc.) regarding Criteria for the selection of terrestrial and marine landscapes, it was necessary to maintain the same ?small country - unique landscape? approach.
The priority for the Republic of Moldova of global GEF initiatives, which were adjusted to the local context, were selected as follows:
? Community-based conservation of threatened ecosystems and species;
? Co-benefits of access to energy with low carbon emissions;
? From local to global coalitions for chemical management and waste management;
? Catalyzing sustainable urban solutions;
? Community-based adaptation;
? Strengthening social inclusion;
? Knowledge management;
? Results management, monitoring and evaluation.
Regarding the achievement of the specific Objective 3. Finalization of the Country Program Strategy during January, the draft Country Strategy for GEF SGP EO7 was finalized with the subsequent presentation of the document to CN (20.01.2020), dispatch for a reaction to New York, to the National Coordinating Committee of GEF SGP Moldova. In February, public consultations on this document were organized. The public discussions were again organized on the regional principle - North, Center, South in order to give the possibility to several interested actors to participate in events. Another effective form of debate on the preliminary version of the Strategy was approx. 30 focus groups organized in various forms - expert visits to various stakeholders interested in PGM/GEF funding, including the organization of 11 live broadcast groups through the national radio station ECO FM. During the months of December 2019 - February 2020 there were 11 shows with the participation of the project experts and various important actors invited in the programs. The general public - listeners of the radio station ECO FM were able to offer questions and opinions (verbally or in writing) in live broadcast regarding the subject matter, or each program was dedicated to a certain Strategic Initiatives of the Program. 11 focus groups created within the "Between Yes and No" program at ECO FM were viewed by an audience consisting of over 9000 people. After the completion of the public discussions in 3 Development Regions and focus groups, the document of the Country Strategy for PGM / GEF EO7 was finalized in the project experts meetings and was transmitted (29.02.2020) for coordination and approval by the CN and the CNC of PGM/GEF (national and international office). The final comments from the NCC and the ECMP were considered and addressed in the final version of the Country Strategy Program, which will then be distributed to the public and posted online for information to interested parties.
The most important result of the project - The Country Strategy of the PGM/GEF is a guiding document for the efficient and sustainable use for 4 years of a financial envelope of $ 500,000 from GEF sources and a similar amount from Applicants and their partners. Ensuring sustainability is a principle pursued in each of the projects submitted and subsequently implemented.
The main lessons learned in this project were:
? Direct and regular consultation of potential applicants offers a good platform for framing the necessary actions that can be co-financed;
? The involvement of the various specialized local experts allows a more pragmatic and realistic approach to the strategic intervention framework;
? The dialogue with the potential co-financers is strictly necessary in order to adjust the procedures, agendas and the format of supporting the initiatives promoted by the local NGOs.
