Energy Management and the Innovative use of RES (ManEn + RES)
The Energy Management and Innovative Use of RES (ManEn + RES) project aims to assist
local public authorities in developing local energy management systems to improve their energy
performance, energy security and environmental sustainability.
The aim of the project corresponds to:
Strategic Initiative No. 4 of the Small Grants Programme:
- 5 communities with improved capacity to promote integrated community-led solutions for
resilient and low-emission urban development.
Strategic Initiative 2: Co-benefits of low carbon energy access:
- 2 technologies of locally tailored and community-driven energy access solutions with
successful demonstration or scale-up and replication.
The project is proposed to be implemented in 5 localities in the Republic of Moldova (Mereni,
Bude?ti, Lozova, Vorniceni, Sire?i) represented by Local Public Authorities (LPAs) that are
signatories of the EU Covenant of Mayors initiative and have Sustainable Energy and Climate
Action Plans (SEAPs) aimed at:
- Reducing energy consumption and CO? emissions by at least 30% by 2030.
- increasing resilience to the impact of the energy crisis and climate change.
One of the biggest challenges is that in order to plan mitigation and adaptation measures under
the SECAPs, signatories need to strengthen their capacities to monitor energy consumption
develop and plan actions in line with national legislation and policies and international best
practice.
To this end, the project aims to organise and integrate energy management processes within
the organisational processes of each municipality (project beneficiary) with the involvement and
communication with citizens and local stakeholders, monitoring the results of the PAEDC.
Piloting the energy management system at local level, in combination with small-scale
demonstration actions on the use of RES, will provide a basis for synthesizing and promoting
the new experience of transforming small towns into smart villages and cities with integrated
energy solutions and for in-depth research, development and promotion of new energy
technologies.
The project aims to demonstrate innovative ways of using renewable energy sources, such as
combining solar collectors and small wind turbines, photovoltaic panels and hybrid wind
systems, energy generating bicycles. Some of the equipment are unique innovations and will be
presented for the first time in Moldova. The final results of the project will be widely
disseminated nationally and regionally.
