Strengthen the Capacity and Collaboration of China's NGO Networking and Participation in the Implementation Process of the CBD and Biodiversity Conservation
Baseline:
Based on past practical experience and sufficient evidence, the participation of civil society and local communities in biodiversity conservation has effectively promoted the implementation of national biodiversity conservation strategies and led civil society to utilize traditional community knowledge and sustainable use of natural resources, customary law, etc., and become an indispensable positive force for the protection of nature and biodiversity. How to strengthen the participation of "civil society" and "indigenous people and local communities" in the formulation and implementation of the post-2020 ten-year biodiversity framework has become the focus of attention of all parties. In this context, in 2017, 23 international and domestic environmental protection organizations, including the Sustainable Global Environment Institute (GEI), Taohuayuan Foundation, and WWF, jointly initiated the establishment of the "Social Welfare Protected Area Alliance", aiming to mobilize social protection Strength and resources to fill the vacancy in China's protection, improve management effectiveness, improve management level, and expand effective protection area. The alliance proposed the goal of "helping the country manage 1% of public welfare protected areas by 2030". The second phase of the CBD COP15 meeting will be held in Montreal, Canada, the headquarters of the CBD Secretariat. In order to showcase my country's biodiversity conservation achievements and promote social organizations and public participation, GEI will lead China's "citizen biodiversity conservation" under the guidance of the Ministry of Ecology and Environment Alliance? (CSABC) to promote the participation and contribution of non-government forces to the realization of biodiversity conservation goals.
Main problems:
Compared with the issue of climate change, China's biodiversity conservation civil society's joint action and ability to participate in global environmental governance are seriously insufficient, which is reflected in three aspects: First, Chinese NGOs rarely participate in overseas biodiversity conservation projects and lack international awareness. The understanding of social and environmental governance issues and work is difficult to integrate into the international biodiversity discourse system; second, a small number of Chinese NGOs participate in some international biodiversity conferences, but rarely organize international conferences, lacking experience in organizing international conferences; third is Chinese NGOs seldom join forces to carry out international and domestic activities, and it is difficult to combine domestic conservation actions with international biodiversity conservation goals. They also face the dilemma of lack of knowledge when forming substantive cooperation networks with indigenous communities and government partners. .
Activities:
1. Taking advantage of the opportunity of the second phase of COP15, organize and assist Chinese NGOs to participate in the second phase of CBD COP15, jointly organize side events, exhibitions, international exchanges, and dialogues, conduct non-governmental diplomacy, and participate in global environmental issues;
2. After the meeting, carry out comprehensive knowledge training for Chinese NGOs and community organizations on the specific content of the "Post-2020 Global Biodiversity Framework";
3. carry out the practice of protection actions by social organizations and communities around private protected areas; the fourth is to share knowledge with Chinese NGOs by summarizing experience
Anticipated results:
1) Assist 5 Chinese NGOs to successfully complete five activities during COP15, and enhance the ability to jointly organize and participate in international conferences;
2) Promote the negotiation of the GBF framework by participating in the conference and enhance the action and international influence of 15 Chinese social organizations in biodiversity conservation;
3) Help 20 Chinese NGOs and community organizations learn and fully understand the CBD Conference and its negotiation outcomes, GBF's new goals, and implementation mechanisms;
4) Strengthen the NGO cooperation network, including 20 young people, women, and community leaders, to join the project to enhance their participation and influence in biodiversity conservation.
5) 10 representatives of the NGO network went to local communities to learn about best practice cases and strengthen protection actions.
6) To provide 20 NGO partners and communities with popular science knowledge on biodiversity and operational guidelines for international conferences organized by Chinese NGOs.

Capacity - Building Component
In response to the text of the "Post-2020 Global Biodiversity Framework", conduct more than three training sessions or salon activities for Chinese NGOs and community organizations on the outcome of COP15 negotiations, the biodiversity framework, goals, and implementation mechanisms, and enhance NGOs' understanding of biodiversity goals and A comprehensive understanding of compliance.
Notable Community Participation
In the training of this project, special attention is paid to inviting representatives of local community organizations, women and youth, so that they can receive systematic capacity building, so as to enhance their leadership and influence in biodiversity conservation in China.
