Public Initiatives - 2 (Building the capacity of current and potential GEF/SGP grantees through a series of workshops and training seminars, and through the monitoring and evaluation of on-going GEF/SGP projects-second phase)
During realization of the first stage of the project a number of difficulties which NGOs collide with in the process of realization of different activities have been revealed.
1) NGOs leaders have a poor understanding of what monitoring is, what it is necessary for, and how monitoring results can be used in the NGOs activity. Besides, there is a lack of accessible methodical literature in Russian and in Kazakh.
2) NGOs don't successfully involve resources into the projects, they are not able to develop evident presentation materials and arrange success information campaign and to draw attention of journalists.
3) NGO leaders don't possess sufficient skills for management of the personnel. Director very often solves fine questions of the project, forgetting about development of organization. Besides members of NGOs completely forget about opportunity to attract volunteers into the work.
Activity of the second stage of the project assumes the following activities:
1. Institutional capacity bulding of NGOs- partners of the SGP
2. Development of social activities of local population through propagation of ecological knowledge.
3. Monitoring and evaluation of the SGP on-going projects, and assisting SGP partners in project monitoring arrangements.
4. Information distribution about the SGP projects activity.
5. Rendering legal advice support to NGOs
6. Consulting NGOs in strenthening PR and resource mobilization activities.

Project Characteristics and Results
Capacity - Building Component
I) Support for the current GEF/SGP partners:
1. Seminar 1 - "Monitoring and Evaluation of GEF/SGP projects." Purpose - to strengthen the capacity GEF/SGP grantees in project monitoring and evaluation procedures, to prevent problems, to practice completing Monitoring records and developing monitoring schedules. All the current GEF/SGP partners participated in the seminar.
2. Seminar 2. "Communication, Outreach, and Resource Mobilisation". Purpose - to strengthen the capacity of current GEF/SGP partners in working with donors and mass-media, to learn how to clarify principles of the project for the Information campaign, to supply the GEF/SGP partners with many useful publishing materials, and to work to develop an information campaign on each project. Independent experts on communication and outreach participated in the seminar.
3. Creation of a film about strongest projects of GEF/SGP, to be used as a tool to promote GEF/SGP.
4. Support the GEF/SGP partners in implementing appropriate monitoring procedures.
5. Support the GEF/SGP existing projects in their communication & outreach activities - by improving information campaigns, booklets, posters, calendars, and the publication of brouchures, photos and video-films.
II) Support for GEF/SGP potential grantees
1. Participate in the GEF/SGP Monthly training. Purpose - to provide detailed information about the GEF/SGP thematic priorities and project selection criteria, to improve the quality of project concepts.
2. Participate in GEF/SGP missions to the provinces (to spread info about the GEF/SGP work directions, project selection criteria, etc).
3. Publication of an GEF/SGP brochure to teach potential grantees about GEF/SGP activity, working directions, project selection criteria, concepts and project proposal development.
Promoting Public Awareness of Global Environment
Promotion the GEF/SGP programme and individual project activities, by producing a brochure for potential GEF/SGP grantees, producing a video-film, designing and disseminating tee-shirts, caps, pens, and notebooks with the UNDP/GEF/SGP logos, and continually updating information about GEF/SGP operating procedures on the Internet.
