Average household income is enough to provide for the family's basic need on a daily basis only. Difficulty arises especially when educational needs and emergency expenses are incurred. According to the people, they can find possible alternative sources of livelihood, both land-based and sea-based but the main contraint is the availability of funding technology and level of skills of the people. This fact is compounded by the low productivity of the land since there is no regular source of water for crops and vegetables. The people rely heavily on the fishery resources for food and incomes, hence, in their desperate moves to earn and get more from the dea, they engage in illegal and unsustainable fishing methods.

Sic (6) village level people's organizations composed of men and women were formally established in four barangays: Samahang Mangingisda sa Cabungan (SAMACA) in Cabungan; Samahang Mutli-Sektoral ng Carot (SAMUSECA) in Carot; the Imbo Multi-Sektoral Barangay Organization (IMBO) in Imbo; Samahang Multi-Sektoral sa Tondol (SAMUSETO) in Tondol; the Sablig Barangay Multi-Sektoral Association (SBMA) and the Macaleeng Samahang Multi-Sektoral ng Barangay (MacaSMB). Average number of members in these organizations is 35. Membership is not limited to small-scale capture fishers but also includes other members of the community who were interested to address environmental and community issues. The rising level of poverty in the coastal communities in Anda brings differential impacts to women and men. The impact is worse in the case of women because they are traditionally responsible to budget the meager if their fisher husbands. The low income derived from fishing forces the women to do additional workloads that are fishery and non-fishery related which eventually add-up to their present workloads. Moreover, like their counterparts in rural areas around the country, the women in Anda usually see themselves in supporting roles especially in the economic and political arena.
