Promoting Biodiversity Conservation and defending community rights through advocacy, lobbying, litigation and legal awareness in Papua New Guinea
CELCOR is a Port Moresby based national NGO who was given a planning grant in 2013 to develop a full proposal. The planning grant was successfully completed and full proposal submitted. Given the extensive experience of CELCOR in conducting rural community awareness and paralegal training to build their capacity on sustainable management of resources and compliance of related natural resource and conservation legislation, agreement was reached for CELCOR to develop a proposal with for and apply for a strategic grant. Consistent with SGP strategic grant guidance notes, the proposal was shared with UNDP colleagues, the Central Programme Management Team for review. Approval of proposal was subsequently received as within the strategic grant criteria covering the focal area of Biodiversity Conservation and Capacity Development. Once approval came through, the proposal was tabled and received NSC approval. This project will be targeting nine provinces particularly Gulf, Milne Bay, Oro, East Sepik, West Sepik, Western province, New Ireland and Manus. A strategic grant of USD$114,246.00 was approved for disbursement under the GEF STAR allocation for the project titled Promoting Biodiversity Conservation and defending community rights through advocacy, lobby, litigation and legal awareness. Project expects to persuade the degradation and promote conservation of approximately 557,452 ha in the nine project sites. CELCOR’s work will contribute towards reducing deforestation, building awareness on climate change and emerging national plans to address this threat and protecting the rights and livelihoods of approximately 578,191 rural population.
