Monitoring for better environmental governance
Governance in any field, including the environment can be successful only if there is a civil society prepared to support the activities and efforts of the government, a society able to be involved in decision-making environment, a catalyst processes initiated by government. One particularly effective way to get involved is monitoring, evaluating and influencing policy, making recommendations on public policies regarding the environment, followed by extensive public awareness campaigns on the possibilities to improve policies. Moldovan government policy documents adopted, has outlined a number of objectives aimed at ensuring the Moldovan population the right to a healthy and sustainable environment unpolluted, in harmony with economic and social welfare. The project will focus on monitoring and evaluation of national environmental policies in accordance with Chapter 16 of the Association Agreement with EU and Environment Strategy 2014-2023, making recommendations to strengthen the policy and good environmental governance, capacity building, development dialogue and attracting experts, NGOs and citizens in the decision-making process monitoring environmental policy
The issue addressed, as part of the project, highlights the need of strengthening the capacities of the civil society representatives with regards to monitoring environmental policies and sound governance, evaluation of the decision making process transparency at the stage of drafting and implementing policy documents provisions. Pursuant to the strategic documents approved by the Government, a series of reforms and processes are in the pipeline with various actions to be taken so as to ensure environment protection. To that end, there is a need to encourage the dialogue between the government actors and civil society, create grounds for engaging into the decision making process the NGOs, citizens and communities, raising general public awareness. The activities proposed as part of the project will allow the NGOs engaged in the process to initiate, maintain and further the activity of monitoring and engagement into the decision making processes.

Project sustainability
By the end of the project, the environmental NGOs that received assistance from the implementation team managed to create and apply a unique monitoring system, models of monitoring reports, and establish contacts with the local and central authorities, thereby gaining experience in lobbying the decision-making processes. Additionally, these environmental organizations achieved a higher degree of awareness and knowledge regarding the involvement, evaluation and monitoring of public policies, improving their capacity to continue this activity and to adopt policies by consulting and involving the environmental community in a qualitative way. The most evident proof of project sustainability is the existence of those three working groups created in 10 each region of the country (North, South and Center), which demonstrate strengthened capacities in their work of coordination and consultation in the decision-making processes. EMM truly believes that the sustainability of this project is guaranteed by the people involved and their motivation to further continue activities such as conducted within the project in their communities. These people, either grouped in associations based on common interests or acting independently, need to be trained, informed and equipped with the necessary tools in order to effectively influence environmental policies and create awareness thereof. Thus, the human resource is the most precious one, ensuring the general awareness of the project and creating premises to community participation. This also underlines the importance of civil society participation in any monitoring/decision-making processes as well as necessary investments in such organizations committed to promoting and actively participating in these processes.
Replication of project activities
Conclusions and lessons learned during project implementation will be shared with general public during activities planned, especially during practical conference dedicated to ensuring efficient and sustainable management of natural ecosystems. Taking part in the conference will be also the representatives of mass media helping us to send a message to a bigger number of persons. During this Conference a special communication leaflet describing the lessons learned and good practices accumulated during project implementation will be prepared.
