Project will enhance building internal capacity of organization, its staff and technical skills of planning and implementation of projects, thus it will promote and develop skills to advocate, lobby and networking with other civil society actors and other stakeholders working in the area of energy. The action will contribute to enhance the capacities of stakeholder groups to engage in national or sub-national policy analysis and dialogue processes related to environmental governance and management in energy sector. Project will ensure that civil society organizations constructively participate in environmental governance at the national level facilitating the formation of civil society networks, multi-stakeholder roundtables and panels that enable civil society to provide inputs to governmental officials on agenda-setting and policy development processes.

Project will ensure participation of all major stakeholders groups in all levels of project implementation, including mobilization local population to contribute to the project. Project media expert will ensure visibility of project results at all stage of project implementation, to make sure that all relevant actors are reached and that project goals are relevantly translated to a broader public for replication of project results

The project is gender oriented and addresses the needs of women and men adequately. As gender issues are one of the core issues our organizations is struggling with, gender mainstreaming component will be adequately addressed during the process of project implementation. In order to emphasize the importance of gender issues and its indication in environmental governance concepts, project staff will use a special gender oriented strategy to ensure that the level of involvement of men and women is addressed equally and that the women has given a relevant platform to deliver their voices and participate in the process. We realize that in Georgia, gender issues are not seriously taken into consideration, in many aspects. This problem is especially visible in regions where women are practically never given a power of governance or management – one can never see women in responsible positions in local municipalities. Last years, gender mainstreaming campaigns have significantly increased in Georgia, but so far it couldn’t solved the problems of women participation and involvement. Unfortunately in many cases, gender related wording is only used to fulfill the required obligations and to make the proposals more attractive to donors. In order to adequately address gender issues in proposed project, project staff will design a specific gender-oriented strategy to include gender mainstreaming in the sense of environmental governance in the area of Energy. For this project staff will invite qualified expert (See attached list of experts and CVs) of gender studies to support project staff in the process of elaboration of the project’s gender mainstreaming strategy as well as to contribute to elaboration of a recommendation paper for target authorities.

The project will carry our dialogue among government and civil society actors and discuss existing problems and trends in the area of energy, review existing polices, strategies and frameworks, to identify critical points and provide professional and qualified recommendations for improvement of existing policies. Project will contribute to generate access and use information and knowledge to address sustainable energy related problems and find adequate solutions. Activities under this objective will contribute to improve and strengthen the NGO’s role in generating awareness and accessing and disseminating environmental information and knowledge to other actors, it will ensure participation, information sharing and involvement of all stakeholder groups and promote joint solutions.
