Project Characteristics and Results
Emphasis on Sustainable Livelihoods
In longer term, the project will contribute to improved livelihoods of local communities while it will be addressing the problems of environmental governance and reduced power of CSO’s in the region. As the significant numbers of rural communities expect energy poverty caused by high prices on energy and hard social and economical condition of the region, dependence on local resources (mostly firewood from local and neighboring forests) is very high. As state controlling mechanism is very week in the region, and thus the problem is linked to a very problematic issue, such as social aspects, problem needs to be addressed in a more efficient manner. Local and central authorities lack of capacities to propose technological and consultative support on energy alternatives to local communities, civil society organizations cannot ensure broad replication of these solutions without involvement and support of decision makers, thus this project will provide a tools of mutual cooperation of this two different actors to transform changes in this concrete case and to multiply results at national levels.
Inovative Financial Mechanisms
Local authorities in target region, responsible for supporting the development in their regions often lack of sufficient knowledge on policy and technological know-how’s. Sometimes, not much resources but willingness and initiatives are enough to develop transformative initiatives. In this regard, proposed project will not only be providing overall policy recommendations for local and regional authorities of target region for improved environmental governance, but also will be sharing the information and knowledge of modern innovative and cost-efficient technologies (Renewable Energy and Energy Efficient technologies relevant for residential sector in rural areas of Georgia) that can be adapted to local conditions with a high replication potential. This will be ensured through planned seminars and the number of meetings where project experts (See list of agreed project experts and trainers) on policy and technological aspects of REC development will be participating, where existing problems and barriers for RES development will be reviewed and discussed, the role of different stakeholder groups will be assessed and joint, multi-stakeholder platform will be set up to provide relevant recommendations for decision makers. Development of proposed RE and EE technologies will significantly reduce the demand on conventional energy resources; improve the quality of life and financial status of local population. Relevant financial mechanism will be suggested to local authorities by the project experts.
