Increasing Public Awareness and Building CSO and Government partnerships to address Climate Change Impacts and support Caribbean Negotiators at COP 21.

This project's overall goal is to generate public support for the Caribbean's Negotiating position at COP 21. The objectives are to: (i) "build awareness and inform various Saint Lucian publics about the Caribbean's position at COP 21 in order to create significant national support for that position; (ii) inform the public on a daily basis of the status of negotiations at COP 21; and (iii) inform and generate feedback on the decisions for COP 21 in order to prepare Saint Lucians for the impacts". The project activities are broadly divided into a Public Awareness Campaign (PRE COP), Information Updates (DURING COP), and Final Reporting and Feedback (POST COP). By the end of the project four outputs will be achieved as follows: (i) " Saint Lucian publics are aware of the impacts of climate change, the importance of COP 21 and supports the Caribbean's negotiating position; (ii) Bi-lingual CSO Statement on CC published, communicated widely and delivered to the chief CARICOM negotiator; (iii) Public informed about the progress of COP 21 and the challenges; and (iv) Mitigation and adaptation strategies identified as responses to COP 21 decisions."

Not directly applicable. Members of the group will learn by doing. The project will improve their project management and coordination skills.

Notable Community Participation

The grantee will hold community meetings throughout the island to gather information, opinions and perspectives for a National Statement on Climate Change. This statement will be open for signatures using social media.

Replication of project activities

The project used popular media formats, which include soca music, the spoken word, public service announcements, an animated cartoon TV promotion, a documentary on CC. as well as the preparation of a CC Statement for signatures and pre and post community consultations. This activities proved very effective and are well documented for replication.

Project sustainability

The sustainability of the project is a function of the success of Saint Lucia's and CARICOM's participation at COP 21 and the lasting legacy and impacts of COP 21.

Policy Influence

This project became the most important public consultation, awareness and education project before, during and after COP 21. The fact that Saint Lucia signed unto COP 21 with such public support can be attributed to the project. It is anticipated that the impacts of COP 21 will result in several policy changes in the future.

Promoting Public Awareness of Global Environment

This project will engage the public throughout Saint Lucia in a series of consultations while informing them of the major CC issues and challenges for SIDS using a variety of awareness and education formats. The success of the project depends on the success of this outreach to the public.

Project Results

This project had three significant results as follows: (i) Saint Lucians and various publics are aware of the impacts of CC, the importance of COP 21 and supported the Caribbean's negotiating position; (ii) the innovative use of communication and media formats for informing, educating and consulting with the publics, resulted in well informed publics and immense support for CARICOM's position and the Minister of Sustainable Development of Saint Lucia (Dr James Fletcher); and (iii) various publics informed of a diversity of mitigation and adaption measures which can be implemented.

The grantee's capacity was improved in areas such as community mobilization; fund raising; negotiations; public speaking; and producing messages using various information formats. The grantee received extensive popularity for promoting the phrase "1.5 to Stay Alive" and attracted significant private sector funding.

The main challenge for the group was the extent of the work which had strict deadlines, the limited number of members participating, their lack of a strong coordinating team and the infrequency of communications both within and without the organisation.

There were two lessons learned: (i) for such a project with high profile and impact, begin the planning process much earlier and persuade more volunteers to come on board to assist throughout the project cycle; and, prepare a communications plan for implementation to guide the group at various points along the project cycle.
