Supporting reforms in the sector of small hydro power plants through enabling a dialogue between civil society and the Ministry of Nature Protection for sustainable use of river ecosystems
In Armenia, there is an urgent need for reforms in the sector of small hydro power plants (SHPP), the development of which is carried out with insufficient consideration of environmental and social issues and impacts. River ecosystems and livelihood of population in the area of direct influence are in a particularly critical situation. One of the reasons is that the Government decisions and laws as well as conclusions regulating this sector, are based on insufficient and often contradictory data. No certain strategy incorporating ecosystem considerations into SHPP management is in place. Public opinion is polarized, the approaches of the public, government and business are contradictory, which hampers constructive solutions.
Main objective of the project: Strengthening the capacity of the public for decision-making in the SHPP sector, based on the creation of a common platform for multi-stakeholder dialogue.
Special Objective: Promoting reforms in the SHPP sector through creating an enabling environment for the joint efforts of the public and the Ministry of Nature Protection with involvement of other major stakeholders.
These activities aim at conserving the river ecosystems, and are based on eco-categorization of SHPPs, long-term and short-term action plans and proposal packages to be submitted to the Government, the National Assembly of Armenia, business and other donor organizations.
The implementing organization – “EcoLur” Informational NGO, in cooperation with the Ministry of Nature Protection and with the involvement of other stakeholders - the National Assembly, Ministry of Territorial Administration, business, independent experts, the public, is planning to conduct eco-categorization of SHPPs built on rivers. "Eco-Passports" of 100 SHPPs will be included in the database of the Ministry of Nature Protection.
The result-based analysis of the conducted joint on-site monitoring visits will be incorporated into the short-term and long-term action plans, as well as in the proposal package that will be developed and submitted to the Government and the National Assembly, business, donor organizations and will constitute the basis for legal reforms.

Project Characteristics and Results
Policy Impact
As a result of the project implementation special tools for conservation of river ecosystems, landscapes and biodiversity in the process of policy reform in the SHPP sector will be created: a database containing 100 “eco-passports” for SHPPs and short-term and long-term action plans to be adopted by consensus at the joint stakeholder participation. The use of such tools will be particularly important for further development of SHPPs, during the construction of new SHPPs, as well as for inspections and adoption of laws and decision-making.
Promoting Public Awareness of Global Environment
Information campaigns on reforms in the SHPP sector will be held to ensure a constructive approach to solving problems in the sector with involvement of major stakeholders, as well as to increase transparency and raise awareness about pressing issues in SHPP sector. It is planned to develop 200 informational and 120 visual materials. A separate section will be created at the official website of the Ministry of Nature Protection which will contain information on the launching of the reforms in the SHPP sector. An illustrated publication with “Eco-passports” of 100 SHPPs will be developed.
