Coordination and cooperation between civil society and local government in municipalities in the Southwest region of the Republic of Macedonia
Municipalities from the Southwest region of Debar, Centar Zupa, Vevcani and Struga municipalities that border each other, have common environmental problems and challenges, and share common water basins as water pool of the Black Drin, all four municipalities granichuvat and the state border, and have opportunities to use the European cross-border funds. All four municipalities have problems with illegal landfills, and none of these municipalities have no legal landfill. In all four municipalities highest ranked economic development of municipalities development of agriculture and tourism, economic areas that are closely related to the protection and development of the environment.
Because of the political context of the Republic of Macedonia in all four municipalities local authorities from different political parties, citizens of municipalities ODM various ethnic Macedonians, Albanians, Turks, a lack of normal institutional communication between these communities and there are very close to each other.
At the same time in these municipalities had experienced civil society organizations that have the experience and capacity to contribute to the protection and promotion of the environment.
Municipalities also have different capacities of the differently topics, therefore there is a need of building a database of resources from all municipalities and civic organizations to exchange knowledge and experience in all areas of development environment.
That is why we consider it necessary to establish coordination and collaboration between environmental civil associations and four municipalities to jointly deal with environmental problems.
For successful coping required local governments to become more democratic and establish participatory activities that would help the citizens to contribute to decisions about their environment in a way that both parties would have benefited from it.
Environmental NGOs constantly prepare own analyzes, opinions, papers and recommendations for policy changes related to the environment, but rarely when they reach the right place at the municipalities in the region and the Ministry. We think it is necessary to improve communication between environmental NGOs and municipalities in order to improve the state of the environment, raising public awareness, better information, joint initiatives and exchange of ideas among all stakeholders.
We see the need to establish a regular regional coordinating body that will aim to improve communication and coordination between civil society organizations and municipalities in the region. Coordinating body to be set up with representatives of civil society organizations and municipalities through an open nomination and voting.
This grant will be to build institutional cooperation between municipalities and associations and include existing initiatives, projects, ideas, and needs and ensure functionality of established structures. In order to essentially improve the state of the environment and public participation in policy-making in this area, through enhanced cooperation and coordination among all stakeholders.

The general objective of the project is to strengthen good governance, participatory democracy, and initiating joint initiatives and exchange of experience and ideas through (creating mechanisms to promote dialogue between municipalities and civil society organizations (CSOs) in order to protect and improve the situation environment in the Southwest region.

Specific objectives are:
1. Strengthening the capacity of civil society organizations for improved cooperation and communication between environmental NGOs and municipalities;
2. Establish mechanisms for cooperation between municipalities and environmental NGOs for cooperation between municipalities and the establishment of a mechanism for managing the quality and sustainability of the same by establishing a coordinating body and Creating basic thematic teams led by thematic coordinators CSO
3. Creating an effective environment and conditions for successful cooperation in the region by creating and maintaining a database of experts, decision-makers in municipalities, activists, documents, creating conditions and practices for regular strategic planning as well as planning and coordination of activities between CSOs and municipalities

It is expected that the project will contribute to:
- Strengthening the capacity of civil society organizations
- Improved communication and cooperation between environmental NGOs and municipalities
- Participation of civil society organizations in monitoring and analysis of policies affecting civil society organizations
- Providing opinions, suggestions and ideas to municipalities in the initiation and preparation of plans, strategies and projects in the field of environment.
- Establishing mechanisms for public participation in the preparation of strategic documents, action plans and policies.
- Active participation of associations in programming and defining priorities for the use of programs from pre-accession funds and other funds.
- Exchange of information and experience between all sides strained
- Research on good practices (CC and EU) and joint implementation initiatives.
- international cooperation with other coordinating bodies between municipalities and civil society organizations
