PLUG.AM: Promotion of electric vehicles in Armenia
PLUG.AM: Promotion of electric vehicles in Armenia
Popularization and more disseminated use of Electric Vehicles (EV) has a growing tendency. Sales of new electric cars worldwide surpassed 1 million units in 2017, representing a growth in new electric car sales of 54% compared with 2016 (Global EV Outlook 2018 by International Energy Agency In contrast to these figures, only around 33 EVs were imported to Armenia as of November 2017.
While many Armenian drivers are ready to switch to a more environmentally friendly means of transportation, there are no appropriate conditions, there is no charging infrastructure and governmental incentives are very slow in the country. The demand of policy makers’ efforts for developing the sector and having flexible conditions for users is evident. Two major problems are connected with: a) importing EV’s and b) lack of infrastructure and services in the sector, as mentioned above. Potential buyers of EVs in Armenia are aware that importing EVs even from the neighboring Georgia (the main destination cars are shipped to and imported from) is quite an obstacle due to the absence of even a single charging station on the road from Georgian border to Yerevan (around 220 km).
This project aims to support infrastructure development by importing and installing charging stations for EVs throughout Armenia. Thus, it will trigger increasing the number of environmentally friendly cars in the country.

Within the framework of this project at least 20 charging stations will be imported and installed in different regions of Armenia. All proposed locations for stations are in high demand to encourage the development of these communities with the help of environmentally friendly and affordable transportation.

The Project will also contribute to the implementation of UN Sustainable Development Goals to which Armenia has made a high-level political commitment.

Project Characteristics and Results
Policy Influence
A set of practical policy recommendations to the Government will be developed based on the findings and data collected from the charging stations and considering the lessons learnt during the implementation of the project.
Capacity - Building Component
All the planned activities on Promotion of Electric Vehicles in selected communities will be accompanied by targeted capacity building activities, as described below: • Mapping of locations where the charging stations will be installed based on the strategic approach. • Preparing technical processes and documentation, agreements with local partners. • Carrying out market research on the best vendor of charging stations which will offer the best price-quality correlation. Importing and installing of charging stations. • Providing ongoing maintenance and data collection from charging stations for further analysis and service improvement. • Carrying out awareness-raising activities in the communities where the charging stations will be installed on climate change mitigation measures and co-benefits. • Developing policy recommendations and thus assisting the government of Armenia in addressing climate change by formulating mitigation and adaptation policies.
