Demonstration Project of Low-Carbon Energy-Saving Transformation for Foshan Software Industrial Park in Guangdong
Baseline information:
Policy support: China aims to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060. As an important component of industrial development, industrial parks are not only the priority areas of eliminating emission but also the micro-basic content of low-carbon pilots.
Status of Foshan Software Industrial Park: Guangdong (Foshan) Software Industrial Park core park is a key engineering project in Chancheng District. As the centre and main agglomeration area of software industry development in Foshan, these industries have many advantages such as low energy consumption, high added value, low pollution, high employment capacity and beneficial for economic development, which match the national policy of developing low-carbon and green economy.
Development requirement of Industrial Park: Industrial parks are not only an important carrier of economic development but also an important source of energy consumption and carbon emissions. The industrial park uses traditional electricity and equipment, which consumes a lot of energy before the transformation program. Promoting low-carbon development by introducing low-carbon and energy-saving equipment and creating a demonstration park with near-zero carbon emissions is not only the important work for the Chancheng District but an important layout of the park's energy conservation and emission reduction development needs and low-carbon development strategy as well.

Main problems: Buildings and constructions in the park consume a high level of energy. Old public buildings in Chancheng District have no design and measures for energy conservation and emission reduction due to historical reasons. The main problem is that the energy efficiency of electricity consumption is far less than that of new public buildings, while the energy consumption per unit area is higher than that of new public buildings. The project is designed to reduce energy consumption and carbon emissions of buildings in the park and improve energy efficiency through the transformation of existing technologies.

Activities:
Activity 1. Compile greenhouse gas emission inventory.
Activity 2. Implement the solar photovoltaic power generation project.
Activity 3. Carry out the green and low-carbon building renovation project.
Activity 4. Improve the garbage classification and treatment system.
Activity 5. Establish energy and carbon emission monitoring and management platform.
Activity 6. Complete the renovation of the electric kitchen.
Activity 7. Build a low-carbon popular science base that contains lighting with photovoltaic power LED lighting and a Visual platform for energy monitoring in the park with the popularization of science.
Activity 8. Formulate the evaluation index system for low-carbon development.
Activity 9. Arrange low carbon and energy-saving seminars.
Activity10. Promote low-carbon energy-saving knowledge.

Anticipated outcomes:
1. Carry out the compilation of greenhouse gas emission inventory of the Park from 2016 to 2020 and put forward practical and effective measures and plans for greenhouse gas emission reduction.
2. Install solar photovoltaic power generation equipment while maintaining the architectural characteristics of the park. The installed capacity of solar photovoltaic will be 100kW, and the proportion of renewable energy in the park will be increased to more than 30%. The annual power generation will be 120,000 kWh, and the annual emission reduction will be 119.64 tons of carbon dioxide. The proportion of new energy streetlamps will be increased to over 80%.
3. green and low-carbon transformation of partial construction by using green building design, energy-saving materials and energy-saving measures, to reduce energy consumption and carbon emissions of buildings in the park during operation. Finish with a green roof area of 1500 square meters. Install 1500 LED energy-saving lamp source. The annual electricity saving would be about 210,240kwh, and the annual emission reduction would be about 201.8 tons of CO2.
4. Efficient treatment of various wastes and achieve fixed-point classification and recycling. At the same time, the "Internet + recycling" system will be demonstrated and promoted by using intelligent sorting bins.
5. Achieve dynamic monitor of energy consumption and carbon emission. The refined management of energy consumption and carbon emissions will be implemented for each enterprise and building.
6. By upgrading the traditional kitchen using liquefied gas to the "all-electric kitchen", the annual emission reduction would be about 9.03 tons of carbon dioxide.
7. Build a low-carbon popular science base of no less than 300 square meters, which is expected to receive 3,000 primary and secondary school students annually, by combining the software industry with low-carbon environmental protection

9. Hold one seminar and one lecture which aim to popularize the importance of low-carbon development and the related knowledge, raise awareness of low carbon technologies and products, energy-saving and emission reduction.
10. Through the park website and the publicity column, update and publicize the low-carbon construction progress. The media shall publish no less than 8 relevant reports;2 low-carbon publicity activities in the park involving 500 people; 1 online low carbon and energy-saving knowledge question-and-answer activity of the park involving 800 people; Post Energy saving and low-carbon knowledge logo and posters in the park's public column.
