NC frequent visits to Suwalki regon caused by implementation of 4 projects in 1994/1995 gave an opportunity for meetings with local government, services for environmental protection, National Park, and media - interviews on radio and for local newspapers describing mission of GEF/SGP, problems of translation of global problems into local activities, mobilisation of people.
cooperation with the Suwalki landscape Park, in fact beneficiary of the project - mini-hydro station would serve office of the Park and small hostel;
It is a very unique history of "bad luck" from the very beginning of project implementation, but a very cearefull investigation should prove where "bad luck" has happened due to a complex of unwanted factors or where wrong assumption was in place and subjective mistakes were done.
Project was fully implemented (on GEF/SGP side), mini-hydro was reconstructed (only mini-hydro, not associated constuctions and targets - full reconstruction of the whole building of mini-hydro for educational purposes) and became operational, producing electricity for the Suwalki Landscape Park as planned despite many barriers and obstacles caused by dynamics of changing the law on renewable energy, execution of this law (who and how can sell electricity to electricity grid and on what price?).
In 1997 high water totally destroyed mini-hydro power and generator sank in hancza river.Meawhile in this same year Wigry Foundation ceased to exist. Initial status showed obligation of the local government contribution to the budget of the Foundation what has never happened. Foundaton had to report a permanent loses in the financial report at the end of fiscal year and this situation could not be continued. Al propoerties of Foundaton , included this ones supported by GEF/SGP were legally transferred into the Suwalki Landscape Park and its responsibility, according to earlier signed agreements.
Local government claimed its will to reconstruct the whole infrastructure of the mini-hydro for educational purposes, having already reconstructed mini-hydro, generating electricity and income. This promise never was fullfilled.
So Wigry Foundation was dissolved, property was transferred to the Landscape Park. In 2002 Mr. tadeusz Osiniak, leader of Wigry Foundation, died. he was spiritue movemens of all Wigry Foundation activities in the region, full of ideas, projects to be sponsored because his committment and love to his homeland - Suwalki Region.
In 2004 ex-posr evakluation, by lottery decision, selected this "fatal","bad lucK" project to be one of 4 selected for ex-post evaluation exercise in Poland.
Question was: whom evaluate? non-existent NGO? non-existent (but in fact reconstructed during the duration of the rpoject mini-hydro-plant?)?Project manager who died? Problems with dcuments sent finally to the archives in Bialystok?
This "project results history" describes honestly successes and failures of GEF/SGP due to many factors, subjective and objective, sometimes we can call it generally - "bad luck".
