Gunung Lumut Forest Conservation through Installation of Clean Energy Electricity for Daya Paser Indigenous People, Muluy, Paser, East Kalimantan
Project development Goal:
Ensuring sustainable people-based conservation of Gunung Lumut forest through utilization of micro-hydro electricity.
The workshop aims:
1. To assess and install microhydro electricity generator set and commissioning to the community to reduce dependency on diesel based generator.
2. To provide marketing and packaging training for non-timber forest products
3. To present the case to the head of the region to advocate the use of clean and affordable energy for community.
4. To set up environmental education for community to ensure care for forests and water debit.
Expected Results:
1. one (1) microhydro installed for Muluy indigenous people
2. one training and social arrangement on the installment of microhydro and its maintenance.
3. community workshop on marketing and packaging non-timber forest products
4. series of lobby meeting with pertinent local government and head of regency (bupati) to recommend the head of regency to adopt clean energy in developing the district.
Activities to be conducted:
The role of PADI in this project is to facilitate the Muluy Indigenous People to achieve their wish in removing barrier to obtain microhydro or other clean energy based electricity. The community wish to stop using the diesel generator (200 litre/month) as donated by logging company. The independency from this donation will strengthen the bargaining position of the local communities to defend their customary-protected forest against commercial use and unwise utilization. Other ecological threats identified by the community include illegal logging; encroachment into protected zone and poaching; gold and coal mining; forced resettlement. Access to education and health will also be one of the crucial issues that women demanded as the Muluys want to see decreased maternal mortality among them. Access to market for their non-timber forest products is one of the hopes to increase income in this poor hamlets. Most of the grants will be used directly by the community with 10-15% costs for facilitation of process, reporting and monitoring and evaluation. PADI will:
1. Help the Muluy people to organize assessment and preparation of microhydro to be conducted in the following phases. GEF SGP will help with provision of consultant and expert on microhydro and clean energy technology.
- Field and needs assessment to determine capacity of turbine generator needed; how many houses; setting up technical and social preparation and arrangement with communities at house-hold level; planning with maintenance group; setting up workplan on labor and work division between communities, technicians and other parties involved; determining the final budget for installment until commission of microhydro; payment arrangement).
- Looking for creation of economic activities that use the microhydro electricity to sustain the maintenance and as income generation activities.
2. Assist the Muluy people organize a electricity user group and select the most cost-efficient technology. The provider or workshop to install the microhydro turbine shall be appointed and willing to work with the community to address the issue of feasibility and physical installment. A scheme should be presented and communicated with the GEF SGP team to obtain approval.
3. Assist the Muluy people to organize marketing and packaging workshop (including possibility to work with handicraft or other prominent products as identified) and buil linkage with marketing chain of the products.
4. Assist the Muluy people to produce leaflet or other communication tools to help them maintain the enforcement of latest agreement among villages in the neighboring boundaries to keep 8.680 ha protected forest remain as conservation zone as declared through customary law and participatory mapping.
5. Assist and support the Muluy people to advocate themselves in a policy dialogues with the Head of Regency and local governments of neighboring villages to adopt clean energy and people-based conservation zone in local policy.
6. Assist community of Muluy to develop report through participatory method and in simple analysis way to look at the meaning of the project for community and their environment every 3 or 4 months. The facilitator for Muluy shall spend some time with the community for 1 -2 weeks every two months to help community with administrative tasks.
7. Final Report writing and finance report to submit to GEF-SGP Secretariat.

Notable Community Participation
A video proposal was produced to show participation of all community members in planning the activity; identifying their collective strength and weaknesses in addressing current ecological challenges of illegal logging, poaching and encroachment of oil palm plantation. A participatory map was also produced as part of participatory method of information collection.
Significant Participation of Indigenous Peoples
All direct beneficiaries of 75 men and 50 women belong to the Daya Paser tribe who guard their customary or community-based forest based on traditional wisdom zonation.
