Sustainable use of Local Resources for healthy and clean environment ? A Multistakeholders Approach for better livelihoods of tribals

The project has been designed, based on the experience of the pilot project that was implemented in the same district to ameliorate the damages caused by the sponge iron plants to the local environment. The project aims to build capacities at the local level for establishing and managing profitable enterprises producing smokeless briquettes from the industry waste, char. The units will provide an alternate source of income for the communities and will also provide a clean alternate to fuelwood at affordable prices.

Project Characteristics and Results

Capacity - Building Component

Capacity building of community will be doen through trainings in book keeping; systems of operations; productions and marketing information, exposure visits to the pilot project. Trainings will be provided to the local community for managing the briquette unit. The capacity of the SHG members would be strengthened and links would be developed with district administration for the sustainability of the project.

Notable Community Participation

PRA and other social mapping tools would be utilized for making the community understand the broader objectives of the project and their role as a major stakeholder. Institutional arrangement will be strenthened (building a baseline of information through participatory approaches, Formation of SHG, entry point activities in the villages to have democratic decision making, developing linkages with banks for SHGs, agreeing the clear roles and responsibilities for the management committee at each of the briquette units).

Emphasis on Sustainable Livelihoods

Recycling of char will be done to produce briquettes. Agreement with each of the industrial units to provide char, site selection for the construction of the briquette units will be done with community participation. A marketing strategy will eb developed by analyzing the markets available, assessment of the local and outside demands, negotiating the pricing structures for the briquettes and agree the norms at each of the units, a production-cum-marketing depot at each of the 5 sites. Local fruit and fodder tree nurseries will be raised in each of the sites and linkages with forest dept, along with plantation in each of the project site, introduction of better crops, forest species in the nurseries.

Project sustainability

Since the community would be getting immediate benefit by getting the briquette (a good source of fuel) at a subsidized price and also get alternative livelihood by selling the briquettes, they would own the project.

Policy Impact

The district administration would bear the major capital cost for establishing the 5 briquette-manufacturing unit. The respective Sponge Iron Factories had given their consent for extending support and co-financing.

Replication of project activities

This particular proposed project proposal is the replication effort of the pilot project done by the NGO in the same district. The district administration is also interested to replicate the activities in another 20 units based on the success of this project.

Project Results

Recycling the industrial waste (Char) into briquettes as an alternate fuel will reduce carbon emission and use of fuel wood. Local institutions will be created through SHGs lead for the management and operations of the units. Capacity building of the SHG will be done in each of the factory premises for management and operations of the plant. A marketing strategy and network for each of the units will be set up. Links wil be established with industry and the local district officials and the Collector.

The use of char based briquettes will reduce the dependence of the communities on the forest for fuelwood, enhancing better environment. Quality testing of the emissions and the related products viz-a-viz normal emission on coke.
