Social Impact Assessment of SGP BD Projects and Identification of cross-cutting areas with Vulnerable Groups for SGP focal areas
The study will explore cross-sectoral synergies in previous SGP projects which have engaged environmental degradation concerns through sustainable human development techniques; describing for selected project, impact on poor, elderly, youth, children, women, disabled or differentially-abled, displaced, marginalized or less visible groups.
This study will consist of 6 case studies of individual SGP projects implemented during the 2nd operational phase (2000-2005). Case studies will be selected to ensure a representative sample of the SGP portfolio across the different GEF focal areas. Independent research team will carry out the case studies as stand-alone reports of no more than twelve pages. Each of the case studies will:
1) Describe and assess the direct and indirect impacts of the selected SGP projects from a social impact perspective (where possible quantify those negatives or positive impacts for marginalized and vulnerable groups);
Research team will complete a desk review of project materials, conduct semi-structured interviews, and visit project sites to address the objectives identified above. The completed case studies will be presented according to a ?story-telling? approach to enable in-depth description of project impacts and linkages with external factors. Individual case studies will have an intrinsic value on their own, and are expected to be circulated between SGP stakeholders.
Following the case studies, a report will be prepared to:
2) Explore and identify potential cross-sectoral areas for future SGP projects engaged environmental degradation concerns as well as sustainable human development.
3) Evaluating the case studies and the assessment on the cross-sectoral areas, develop specific recommendation for SGP and for environmental NGOs on how to mainstream environmental action with social empowerment and human development at project management (both project planning and implementation levels);
In consultation with the selected institution (NGOs, development agencies and donors) the report will synthesize key findings and identify new ways to enhance project design to support the achievement of social benefits at the community level. The report is intended to identify project design and implementation elements that contributed to the positive impacts with a view to use these for the next generation of projects.
The methodology to be used is direct communication with the grantees, the target groups and stakeholders as well as review of the related documents. The results will be published and shared with SGP partners and will act as an independent evaluation very much like the Ex-post Study. The project will also focus on the identification of cross-cutting areas that the SGP Turkey can work with Vulnerable or Disadvantaged groups in order to provide SGP Turkey with an insight to strategically align its Country Programme Strategy accordingly. The project is expected to provide SGP with a blueprint for wokring with vulnerable groups in GEF context. This said blueprint will also be made available to the SGP Grantees and will enable them to be more cautions about the social impacts of their projects and possible links they may integrate to their projects regarding vulnerable groups.

Policy Impact
The project aims to identify both the social impact of the selected SGP projects (how did SGP do), but also, to identify the potential of SGP in Turkey to reach vulnerable and disadvantaged groups in GEF focus areas. It is aimed at providing SGP with a blueprint for the strategic alignment of the country programme.
