INTEGRATED NATURAL RESOURCE MANAGEMENT AND BIODIVERSITY CONSERVATION OF THE ASEMPANEYE PORTION FRINGING THE AFRAM HEADWATERS FOREST RESERVE
The Afram Headwaters Forest Reserve is one of the oldest forest reserves to be gazetted in the country. Its management started on a sound footing but its present condition suggests gross mismanagement and lack of proper protection in course of time. Wildfire and illegal timber operation still threatens the reserve. Fortunately however, the forestland is intact and a forest management plan has be developed for forest restoration and management that may reward the landowners and other partners with benefits associated with forestlands. However, the integrated management plan developed is threatened by social conflicts arising from benefit sharing and conflict of interest regarding food and tree production.

Current incentive systems are not attractive enough to woe the fringing communities into active collaborators in forest management. The needs and expectations identified through the socio-economic survey using a PRA methodology do not conform to the long term objectives of the management plan. The people?s needs are centred on short and long term income; food production; wildlife and other Non timber forest product, restoration of water bodies and other environmental benefits associated with forests. Their expectations were periodic and sustained revenue, infrastructure development and well developed forest stands with restored environmental benefits.

There is also a high level of mistrust of Forest Commission officials by the communities which also constitutes a threat to projects. The best option to sustain the interest of the farmers in forest resource management and biodiversity conservation is to assure them immediate income benefits in the form of income generation activities of their choice.

The objective of the project is to promote community involvement in forest management by supporting the development livelihood enterprises to diversify, improve, and sustain the sources of incomes of the poor and vulnerable farmers.

The project will develop the capacities members of the Asempaneye Integrated Forest Management Organization in integrated community-based forest management and biodiversity conservation, promote biodiversity conservation, plantation development, and watershed management and develop micro-enterprises in grasscutter rearing, small ruminant production (Sheep and Goats), Poultry production (introduction of exotic cocks), Snail farming, Mushroom production and honey production (Beekeeping) in six local communities fringing the Afram headwaters forest reserve.

Notable Community Participation
The participating communities represented in the organization are all located outside the forest and have been put into three groups depending on which part of the reserve they are to work. Asempaneye, Apenten/Ada Nkwanta, Akrofua and Asuboi form the first group and are located a few kilometres beyond the northern boundary of the reserve. The second group is made up of the Kwapanin community. The third group located in the south east of the reserve has four communities namely Boakyekrom, Daban, Kokoteasua, Babadeasua and Kofiase. These communities are made up of both indigenes and migrants from other parts of the country
