Project Proposal for the Decrease of the Diffuse Water Pollution Sources, through the Promotion and Implementation of the Best Agricultural Techniques ? PRO-APE

The project proposal ?PRO ? APE? aims to contribute to the reduction of water pollution especially to the reduction of the difuse organic pollution in the Prut Basin throught promotion of the Best Agricultural practices, implementation of concrete demonstrative measures and thus empowering the community to take concrete measures. The project activities consist in awareness raising campaigns (exhibition and meetings), training on Best Agricultural Practices (BAP), implementation of the BAP in a demonstrative garden and building a model composting platform.

Project Characteristics and Results

Promoting Public Awareness of Global Environment

All the public meetings and awareness raising events will present the link between the local lifestyle and the pollution of the International Waters especially the Prut and Danube rivers and the Black Sea. Another global topic approached will be the air pollution and the global warming.

Project sustainability

The Good Agricultural Practices disseminated within the project will be applied by the local farmers. The operation of the waste composting platform was assumed by the local farmers was The project website will be continuously updated by the Ecological Consulting Center Galati, disseminating the Good Agricultural Practices and the local experience.

Policy Influence

The Waste Management Plan of Mastacani village documented the Local Council Decision regarding the waste management with visible influences on the water quality of Prut river.

Significant Participation of Indigenous Peoples

The community ensures the participation of the indigenous people in all the project activities: Training, building the platform, the gardening works.

Notable Community Participation

The community provides the space for meetings and for the training courses, the demonstration garden and the composting platform. The community also ensures the participation of the indigenous people in all the project activities (Training, building the platform, the gardening works).

Planning non gef grant

The demonstration medium size composting platform was scaled up to a full size ecological composting platform (9000mc) with consulting provided by SGP project team. The full size platform was built financial support from the Romanian Government.

Capacity - Building Component

The materials distributed, topics discussed during the community meetings and the training sessions will contribute to increase the capacities: - of the trainees to implement the Best Agricultural Practices and to cope with the environmental requests of the E.U. Common Agricultural Policy; - of the local authorities to develop local strategies linked with the quality of the drinking water, the treatment of the waste water, energy efficiency; - of the local informal initiative group regarding the role of non-governmental, non-profit organisations in the sustainable development of a communitty. The procedures to establish and register NGOs and community initiative groups will be emphasised.

Replication of project activities

The model of the demonstration waste composting platform was replicated by other two local farmers.

Policy Impact

The project activities will contribute to the creation of the "Waste Management Strategy of Mastacani commune".

Emphasis on Sustainable Livelihoods

The project contributes to sustainable livelihoods by promoting and demonstrating the importance of the Best Agricultural Practices, especially the ones linked with: - composting the manure and other green wastes and the proper use of the compost obtained; - efficient use of water in gardening and reduction of the diffuse water pollution sources; - ecological (organic) agriculture;

Gender Focus

The project team will create the opportunities of equal participation in the project activities for both genders.

Project Results

- Seven training sessions on Best Agricultural Practices (BPA) and EU Common Agricultural Practices delivered, supported by 1000 printed brochures.
- The Waste Management Plan of Mastacani Commune, developed and adopted by the local authorities
- Seven meetings and a round table organised for project promotion and results dissemination and 2000 promoting materials printed and distributed.
- Water quality monitored for nitrates concentration in surface waters and wells.
- A medium size composting platform (18mc) built
- Environmental education in school delivered for 123 students.
- One demonstration garden established at one school and two composting areas prepared in other two schools.
- A study tour to Calarasi area was organised for experience exchange with the team implementing the project Agricultural Pollution Control"financed by the Ministry of Environment.
