GEFable eligibility of the proposed project:

Calinawan River has been identified by the Bureau of Fisheries and Aquatic Resources under Fisheries Administrative Order No 217, Series of 2001as an important spawning ground and migratory path for 30 families of fishes between Lake Mainit and Butuan Bay. This means that some of the freshwater species that grow in Lake Mainit descends down to Butuan Bay to Spawn or Lay eggs (Catadromous species).

This is opposite to marine species that grow in saltwater environment but ascends rivers to lake areas to breed or lay eggs ( Anadromous species).

The third species is called Amphidromous which are species of fish migrating from fresh to saltwater environment and vice versa not for the purpose of breeding but as part of their life cycle.

The Municipality has already passed a local ordinance declaring the Calinawan estuary as fish sanctuary and 160 hectares of Municipal Waters as MPA?s.

The proposed project will support this local ordinance and can be used to develop partnership with the LGU for longterm sustainability. Copy of the Municipal Ordinance and DA FAO 217 is attached to this report.

The use of vetiver grass to reduce soil erosion and stabilize river banks will be an innovative feature of this project. Vetiver grass is locally available and has long root system that can effectively hold soil compared to bamboo. They are also suggesting that leaves of vetiver grass has potential use for handicrafts.

The proposed project on MPA is an expansion of the CBRMP experience which was implemented in Brgys. Lawigan and Cabayawan which covers 20 hectares of fish sanctuary, the PO?s who have been involved in the MPA say that it has improved availability of fish in their adjoining fishing grounds.

If the effort on the use of Vetiver grass to stabilize the river banks of Calinawan will be successful the same can be promoted for adoption in other communities upstream of Tubay Municipality.

The proposal will respond to Habitat management and biodiversity conservation and if it will be successful, it will contribute to livelihood development and resource sustainability

Target Outputs:
? Comprehensively managed, protected and rehabilitated coastal and fisheries resources;
? Prevented or minimized upland siltation an erosion from the Kalinawan River;
? Well protected and expanded aquatic habitat and breeding place;
? Re-institutionalized and re-strengthened fisherfolk, women sectors and other resource users, involved in the planning and implementation of the fisheries and aquatic resources;
? Knowledgeable and responsible community in the protection, conservation and management of coastal and fishery;
? Soci-economically uplifted and stabled through the provision of alternative livelihood, introduction of seaweeds and other sources of income;
? Conducted capability building seminar and training;
? Conducted cross visits/studies to successful FRM and other relevant projects
