The Pakistan International Peace & Human Rights Organization (PIPHRO), which established in 2000, is registered, independent, non-profit, non-political, non-sectarian & non-governmental organization, which proved that it has strong team spirit to carry out projects of different nature. This organization came into being with determination, commitment, and dedication. The organization is registered with social welfare department Government of Sindh, Pakistan under social organizations Act 1961. PIPHRO envisages a socially aware, enlightened, progressive and economically advanced communities or society that is just, fair, rational, peaceful, equitable and independent. PIPHRO aims to support, facilitate & strengthen the community based and people?s organizations to take initiatives to bring socio-economic and sustainable development or empowerment or self change in the lives of disadvantaged sections of the society for viable and sustainable development for a more secure, equitable and prosperous world.

PIPHRO has been working for the socio economic empowerment of the rural peoples and striving for the poverty alleviation through implication of different development program in the rural areas arranging seminars, workshops, walks, meeting and opening CBOs or VDOs. This organization is committed to work at grass root level. . The total budget of PIPHRO for one year is about 5,00000/=
PIPHRO has successfully worked with national and international donors and support organizations like LDM Pak, FPAP, Save the children, SPO Pakistan, AASA Karachi under USAID self help Programme, Aurat Foundation, NCHD, Education department Sindh. It has a dedicated and experienced team of 45 volunteers and members with the expertise in project management, capacity building and social mobilization. 2. Justification for Support - Linkages with GEF Themes and
Operational Programmes (not more than 300 words)

Rural sindh experiences a number of problems and people of rural areas are vulnerable at social services and onset disasters. Badin is an old city that was established on 1750, it was made as district on 1st January 1975. The population of Badin has grown about four and half times in the past 47 years during which time five national censuses have been undertaken. It had a population of 256.04 thousand at the time of first census undertaken in 1951. The population of the district grew at an average annual growth rate of 3.22 during the past 47 years and was recorded 1.136044 millions in most recent Census of 1998.

The proposed project is designed for the Union Council Nindo Shaher District Badin, wherein about 90% population use wood for cooking, heating and construction purposes. This is one hand putting negative pressure on the environment and on the other hand it is leaving a bad impact on the indoor health, health of women and children, increasing expenditure of the local inhabitants and generally putting a bad impact on flora and fauna of the area.

The major source of lighting in housing unit is electricity 76.29 percent housing units in urban area and 28.52 percent in rural area use electricity as source of lighting. The majority of people of rural area are deprived of the provision of electricity and more than 70 percent housing units use Kerosene oil as a source of lighting in rural area. This situation needs immediate improvement and provision of electricity especially in rural area of the district.

The use of wood as fuel for cooking purpose is at alarming stage in the share of wood as fuel for cooking is 93.64 percent followed by Kerosene oil 3.52 percent and only 0.41 percent housing units use gas. In urban area, the major source of cooking fuel is also wood 49.83 percent followed by gas 21.97 percent and 3.92 percent Kerosene oil. Overall the wood consumption as a fuel in the district is very high 90.74 percent. This situation will badly disturb forest, trees and environment. The immediate steps should be taken to provide the energy efficient technologies so that forest and trees could be saved because they are fundamental agents for the better environment.
Proposed project will contribute to the GEF small-grants programme thematic areas of (a) climate change efforts, b) energy efficiency and conservation (c) sustainable use of natural resources besides its impact on gender mainstreaming, poverty reduction and strengthening partnership among civil society organizations and communities.

The project emphasis is on capacity building for the installation, demonstration and replication of energy efficient products and improved housing technologies and techniques. Project intervention of such products and techniques, are designed to contribute to improvement in the local environmental conditions, and contribute to the development of local environmental infrastructure.
PIPHRO has a strong social base in the same area because it working for last five to six years in the villages. It is anticipated that the project would assist the vulnerable communities with the financial assistance of UNDP/GEF and technical support of AKPBSP. Whereas funds received from UNDP/GEF will properly be utilized in the broader interest of community development and will auditable at any time during office hours by UNDP/GEF and AKPBS. 3. Context/Baseline (not more than 300 words)

BADIN IS AN OLD CITY THAT WAS ESTABLISHED ON 1750, IT WAS MADE AS DISTRICT ON 1ST JANUARY 1975. NINDO SHAHER IS A UNION COUNCIL OF DISTRICT BADIN WITH APPROXIMATE POPULATION OF ABOUT 63084 LIVING IN ABOUT 25 VILLAGES. GEOGRAPHICALLY IT IS LOCATED ON THE EAST SIDE OF THE BADIN CITY. ON THE NORTH SIDE ITS BOUNDARIES SHARE WITH THE UNION COUNCIL PAHAR MARRI OF TALUKA TANDO BAGO AND MUHAMMAD KHAN BHURGRI OF TALUKA BADIN. ON THE SOUTHERN SIDE IT SHARES ITS BOUNDARIES WITH UNION COUNCIL ABDULLAH SHAH AND MITHI 3. APPROXIMATE TOTAL NUMBER OF HOUSEHOLDS IN THE ENTIRE UNION COUNCIL IS 6982, WHEREAS AVERAGE FAMILY SIZE IN THE TARGETED UNION COUNCIL IS 8.5

Human settlements in entire union council are at the risk of environmental and health hazardous posed by improper planning of housing. 82% houses are made of thatched including mud and Bamboo and there is no proper ventilation system in houses and kitchen as well. Kitchen and houses remains full with smoke during cooking and heating times, which ultimately affects the women and children, as they remain more time around the stove and in smoky environment inside the house.

Biomass fuel usage is the prevalent source of cooking and heating in the almost 90% households in the entire union council, which creates health hazards in the household environment and brings environmental degradation and deforestation. Increased population and heavy reliance on traditional means of energy generation has caused environmental degradation (tree cutting for fuel consumption). Besides the negative impact on environmental health, it effects overall socio-economic aspects of local inhabitants.

THE HYGIENE CONDITION OF ENTIRE VILLAGE IS WORST, STREETS ARE UNCLEAN RATHER FILTHY. HEALTH AND HYGIENE SITUATION IN PROJECT VILLAGES IS FAR FROM SATISFACTORY DUE TO LACK OF AWARENESS AND EDUCATION. KEEPING HERDS IN FRONT OF LIVING ROOMS, COTS AND OPEN YARD IS A COMMON SCENE IN VILLAGES. FEMALES LACK AWARENESS ON IMPORTANCE OF ENVIRONMENTAL HYGIENE AND HOW WATER BORNE DISEASES SPREAD DUE TO USING CONTAMINATED WATER. EXCESSIVE UN-HYGIENIC CONDITIONS ADD INCREASED RATE OF DISEASES HENCE COMMUNITY HEALTH DETERIORATES CREATING LIVELIHOOD CONDITIONS HARDER FOR THEM.

PIPHRO conducted a survey in entire union council reveals the same conditions as mentioned. The proposed project will address most of the issues encountered in the project areas of Taluka Mirpur Sakro through a number of initiatives. (Detailed Survey Report of the Union Council Nindo Shaher is attached as Annex 4).
4. Project Objective and Proposed Activity (not more than 600 words)

AKPBSP through its BACIP-BEIP project in 2003 in Thatta developed a range of energy efficient products and approaches as per the local conditions of the region. Under the proposed project PIPHRO will replicate these low cost, socially acceptable and environment friendly technologies in Union Council Nindo Shahar District Badin. Specific objectives of the project are;

Objective 1: To increase accessibility of community to basic housing improvement technologies/approaches or products in 20 villages of Union Council Nindo Shahar

Activity:
o Community mobilization for the adoption and replication of project products
o Project would introduce and install approximately 1600 BACIP energy efficient products (like smoke free stoves, water warming facility, Muhafiz, and Fanoos) in 20 villages
o Installation of 3 Bio gas plants
o Plantation of approximately 2000 plants of different species in 20 villages
o Construction of 2 low cost energy efficient houses using pyramidal rood and arch foundation

Objective 2: Awareness raising and building capacities of local communities members, artisans, entrepreneurs, NGOs to sustain project initiatives

Activity:

o Formation of 20 Village Development Organizations (VDOs)
o Training of 30 artisans/entrepreneurs on manufacturing of BACIP Products
o Organizing consultative seminars and meetings with NGOs and local government to highlight project importance and replicate project initiatives
o Organizing 5 Theater programs on Indoor Air Pollution and Health and Hygiene
o Organizing Radio Talk Shows on Energy Conservation and replication of products
o distribution of IEC Material
o organizing inter village visits

Cross Cutting Activities of the Project: social mobilization, reporting, monitoring will be the cross cutting activities of project


5- Project Strategy (not more than 600 words)

PIPHRO would start the proposed project by establishing a project office at Nindo Shahar and appointing experienced and qualified staff. The recruitment process will be conducted as per policy of the organization ie advertisement in local newspapers and other media, and selection through the established selection committee.
The project orientation workshop will be organized at Union Council Head quarter Nindo Shahar; where all the stakeholders including the District Government, representatives of UNDP, Civil Society Representatives, Community Groups, media representatives etc would participated.

PIPHRO would initiate social mobilization process in the targeted villages. After familiarization, sensitization and realization meetings the social mobilization process would culminate in formation of male and female village development organizations (VDOs). These village organizations will be involved in entire process of implementation in the ground. Villages will be selected on the basis of selection criteria, generally villages with more than 50 households, population using fuel wood and vulnerable at social services would be selected for the direct implementation of project. Village Organizations will identify the households wherein project products will be installed, they will support in identifying right person as artisan to manufacture BACIP Products and install in the village. The whole process will be initiated in the collective community meetings.

Project will seek support of Aga Khan planning and Building Service, Pakistan as technical partner of the project. PIPHRO would sign terms of partnership with AKPBS to seek their support in training of entrepreneurs, PIPHRO staff, monitoring and mid term evaluation of project, facilitation in developing project material and documentation and hiring external evaluator for the final evaluation of project, that would be hired with the consent of UNDP/GEF as well and report will be shared with the major stakeholders in project closing ceremony.
Funds will be used to finance project staff and project activities, including monitoring, evaluation, and dissemination of project results.

5.1 Coordination with NGOs/LGIs/Media

A project will share its problems, success stories and lessons learnt with NGOs, LGIs and media on quarterly basis in consultative meetings. Close coordination will be developed with the NGOs working in the district with the support of UNDP/GEF.

5.2 Role of Recipient Organization:

Pakistan International Peace and Human Rights Organization (PIPHRO) will mainly be responsible for the overall implementation and management of the project including recruitment of the project staff, office establishment, financial management and accounting and monitoring of the project activities, and be responsible for programmatic and financial reporting to the donor.

5.3 Role of partner organizations:

Aga Khan Planning and Building Service, Pakistan will be the technical partner of PIPHRO, it will provide:
· On site training of staff members
· Field Monitoring
· Mid Term Project Evaluation
· Training of entrepreneurs/artisans
· Facilitation in Record keeping and documentation

PIPHRO will sign detailed terms of partnership with UNDP/GEF

5.4 Sustainability of the project

The sustainability of project is very visible from the objectives which tend that the project will transfer the skills and knowledge to local organizations and build capacities for conducting such projects locally in future. In all, 20 village organizations will be formed in the targeted villages. The members, bearers and villagers will be trained and mobilized on the project processes and products to continue to the interventions after completion of the project. At least 30 Entrepreneurs/artisans will be trained during the project implementation on the manufacturing and installation of project products for further extension of products to controlling villages. These local entrepreneurs and local artisans will further sustain the products to other villages. In this way, the energy efficient technologies would further be expanded.

5.5 Relationship to other GEF funded project

The similar type of projects ?Environmental Up-gradation through community participation? and ?Conserving Energy and Promoting Environmental Sustainability? have been implement by Sindh Agricultural and Forestry Worker Coordinating Organization (SAFWCO) and AKPBS in taluka Kharochan and Ghorabari & Keti Bunder Taluka respectively in district Thatta and BDRO, BRDS and PFF in District Badin Both the projects are funded by GEF.

7- Anticipated Results (not more than 300 words)

Indicate impacts on participants/beneficiaries:

Along with the successful demonstration of GEF-AKPBS products in the area, project will lead to impact as follows;

7.1 Related to Humans

o Health Impact: General improvement in women, children, men and the elderly? health because of better in-house and surrounding environmental conditions causing decreased incidence of disease.
o Social Impacts: increased social cohesiveness and access of the community to adopt energy efficient products and replicate them

o Economic and Financial impacts: General increase in living standard of trained entrepreneurs by increased income in service and sales, and replication in other areas. General increase in community households? disposal income through savings on heating, cooking and health related expenses, and reduced unemployment.

7.2 Related to Environment

o Land related impacts: General increase in forest productivity through reduced use of wood and timber for energy.
o Air related impacts: General improvement in quality of air through reduction in CO, CO2 and other gaseous emissions, and more forests to act as sinks


7.3 Demonstration Value

Project design revolves around the demonstration of livelihood improvement products to conserve energy in the shape of installation of energy efficient products.

7.4 Experience value

Lessons learnt during the implementation of project will be shared in the consultative meeting and seminars. Experiences will documented as ready reference for the future interventions.

7.5 Potential risks

The targeted area is affected by drought and prone to sudden onset disasters such as cyclone and flood. Such mishap can create hindrances in achieving stipulated objectives and time frame.

Capacity - Building Component
Awareness raising and capacity building if local community members, artisans, entreprenuers and ngos- in a bid to sustain project initiatives- would be carried out by various methods, including, but not limited to trainings, seminars, radio talk shows and inter village visists.

Male and female involvment in the project would at similar levels. The social mobilization process and awareness raising would result in the formation of male and female Volunteer Development Organizations(VDO's).
