Improving Livelihoods of Fishing Community in Jati Taluka
1. Profile of Implementing Organization
Mehran Social Welfare Development Organization Jati is a not for profit and non governmental organization registered under Voluntarily Organization Act 1961 bearing registration number VA/702 Hyderabad 2001. Mehran Social Welfare Development Organization is working in coastal Taluka of Jati, District Thatta for last seven years. Organization is striving to meet following objectives:
· Improvement in education through raising awareness in the communities of Jati Taluka
· Bringing improvement in Health and Hygiene in coastal areas of Jati Taluka
· Environmental development
· Women welfare and gender development
· Village development program
Mehran Social Welfare Development Organization is working on community based schools in Jati with the support of Sindh Doctors Association UK, opened adult literacy centers in 75 villages of Jati Taluka with the support of NCHD wherein total 1,200 adults got basic literacy. It has organized medical camps in the Taluka to provided medical services to the community with the support of Baquai Foundation Karachi and Al Rahim Janu Trust/Friends Groups Karachi and SPO. Supported District government Polio Team in Polio Eradication campaign.
MSWDO has worked with National and International organizations including Sindh Doctors Association UK, Oxfam GB, South Asia Partnership, TVO, AKBSP and others.
Members of the organization has participated in different capacity building activities with other organizations like Aga Khan Planning and Building Service, Pakistan (AKPBS, P), SPO, Oxfam GB, TVO, Red Crescent, South Asia partnership. Members have participated in the workshops on Built Environment, Environmental Conservation, Building and Construction Improvement, Biodiversity Conservation and Trainings on Resource Mobilization, Community Management and Project Proposal Designing on UNDP/GEF Format.
Organization has established a voluntarily system in the entire Taluka based on one Union Council Coordinator with the network of volunteers in entire union council. At present 210 volunteers are the members of MSWDO network in Jati Taluka. Executive Committee of the organization takes all the decision of the organization.
Achievements of MSWDO are:
· Installed 30 hand pumps in 30 villages of Jati Taluka with the support of Sindh Doctors Association UK in 1999 and 2005
· provided agri seed and fertilizer to the 225 families in 12 villages of Jati Taluka with the support of SPO in 1999-2000
· constructed 15 low cost houses and 4 flash latrines in 2 villages of Union Council Kothi with the support of Sindh Doctors Association UK in 1999
· Established 75 adult literacy centers (15 male and 60 female), wherein total 1,250 adults enrolled and got basic literacy. Centers were established with the support of NCHD in 2004-2005
· Organized 7 medical camps in coastal villages of Jati Taluka with the support of SPO, Al Rahim Janoo Trust Karachi and Baquai Foundation Karachi
· Constructed a school building and community center in village Ali Mohammed Jat Union Council Bagna Taluka Jati in 2001 with the support of Sindh Doctors Association UK
· organizing women day and volunteers day
MSWDO has experienced team to generate financial and programmatic progress reports on different formats for the donors. Organization has sufficient experience in project execution.
2. Justification for Support - Linkages with GEF Themes and
Operational Programmes (not more than 300 words)
Pakistan with the population estimated at 142.5 million, is beset with an excess of natural and human induced hazards that create problems to livelihoods of the disadvantaged groups. Food, income generation, medicines and building materials are drawn from the environment.
District Thatta, once the capital of Sindh, is a coastal district of Sindh, which is highly challenged by poverty and environmental degradation. Poverty has made the people of Thatta highly dependent on its biodiversity and environment for their subsistence livelihoods. The 1.1 million people of the district are usually disadvantaged groups in terms of income, public service facilities and energy. Thatta is ranked as the second least developed districts of Sindh in terms of living environment conditions.
Jati is one of the coastal Talukas of the district comprised of 6 union councils with population living in approximately 1,087 villages. Union Council Kothi is the coastal union council of the Taluka comprised of 8,210 households and 29,145 souls living in 117 villages. Almost 75% community is involved in fishing business directly or indirectly and their economic activities are driven by fish catching or selling, rest of is involved in agriculture, whereas very low percentage of the total population is in government jobs i-e 3%. Average income of people in union council Kothi is about Rs.4,000 to Rs.5,000 per month. Fishing community living in the union council Kothi use Mangrove and devi as fuel wood for cooking and heating purposes. On an average every households consumes about 10-12 kg of wood for cooking and heating purposes.
Under the proposed project energy efficient fish dryers and fish cold storages will be introduced with the support of UNDP/SGP GEF in 20 villages of the union council Kothi with the assistance of Aga Khan Planning and Building Service, Pakistan.
Project will contribute to the UNDP/GEF thematic areas of Energy Conservation and Efficiency in the area besides its impact on biodiversity conservation and promotion, poverty reduction and community empowerment. Project activities will also contribute to the GEF small-grants programme principal objectives of a) spread of successful community level innovations among CBOs and NGOs for scaling up of effort, and c) building of partnerships and network of local stakeholders and strengthening of community, d) promotion of conservation of and sustainable use of natural resources e) conservation of biodiversity f) climate change efforts.
GEF Small Grants funds will be utilized efficiently for the implementation of project activities. Funds would be auditable and can be checked at any time by the supporting agency. MSWDO would maintain all the necessary accounting and financial statements and will share with UNDP/GEF secretariat accordingly.

3. Context/Baseline (not more than 300 words)
Taluka Jati is one the coastal Talukas of Thatta District with an approximate population of 133,000 living in 1,087 villages. World Bank carried out Socio-economic Study in coastal areas of Thatta and Badin in 2005, which shows that the people of coastal belt of Sindh are highly vulnerable to the social services. Almost 100% population use wood for the purpose of cooking, heating and construction purposes and on average every household in the targeted Taluka consumes 11-12 kg of wood for cooking and heating purpose daily, which is putting negative impact on biodiversity conservation, and averagely each household spends about Rs. 8,000-10,000 annually on fuel wood.
Various independent field surveys and researches conducted by MSWDO and other local organizations indicate that the fishing community of the district in prone to threats of onset cyclone, flood and drought from time to time. Improper management of fishery products has attempted to poor the socio economic situation of the area. Almost 75% community is involved in fishing business directly or indirectly and their economic activities are driven by fish catching or selling. Average income of people in union council Kothi is about Rs.4,000 to Rs.5,000 per month.
Normally people live at the sea for five to eight days consecutively for fish catching. Small boats with diesel engine are used for fish catching and small wooden and GI sheet made ice boxes are placed in their boats wherein they store fish and shrimps with ice. June and July are the two months when fishermen remain jobless due to ban on fish catching. In the villages fish is dried under the open sky on the dirty floors whereon dogs and other domestic animals run like cats, dogs etc. Fish and shrimps are dried on floors around rooms and kitchen in whole of the house which creates house unhygienic and stinky on the one hand and on the other hand that dried fish and shrimps are unhygienic for health as well because of dust and pollutants of water, dung of animals.
Normally houses are made of thatched material including mud and bamboo and there is no proper ventilation system in houses and kitchen as well. Kitchen and houses remains full with smoke during cooking and heating times, which ultimately suffer the women and children as they remain more besides the stove and in smoky environment inside the house.
This horrified situation has made the people of this area at risk and vulnerable. This joint venture of MSWDO, UNDP/GEF and AKPBS, P would bring improvement in the livelihoods of fishing community through installation and promotion of energy efficient products. List of villages is given as Annex 2.
4. Project Objective and Proposed Activity (not more than 600 words)
The proposed activity/project will replicate the well known energy efficient technologies of UNDP/GEF-SGP and AKPBS in the area. Proposed activity in collaboration with UNDP/GEF SGP and AKPBS would embark on a strategic initiative to develop capacities at the local level for the mass replication of the energy efficient products and approaches. Project will work in 20 selected villages of union council Kothi Taluka Jati
Objectives and proposed activities
Objective 1: Improving Fish storages and drying methods in 30 villages of union council Kothi Taluka Jati
Activity Streams:
o Identification and selection of 30 villages and starting social mobilization
o Approximately installation of 150 demo units of energy efficient Fish cold storages, solar fish dryers in 20 villages.
o Pre and post product installation study on the usage of products
o Generating product monitoring reports
Objective 2: improving indoor air health in 30 villages of Union council Kothi Taluka Jati
Activity Streams:
o Installation of approximately 1,000 units of energy efficient HH products stoves/fanoos in 30 villages
o Organizing health and hygiene education workshops for the females in 20 villages
o Development of pictorial training manuals on health and hygiene education
Objective 3: training of artisans/entrepreneurs and establishing a sales network for the energy efficient fishing improvement products
Activity Streams:
o Identification and selection of artisans/entrepreneurs to manufacture products
o Developing training manuals on the manufacturing of products
o Organizing training for the development of 30 artisans/entrepreneurs on the manufacturing of products
o Establishing a sales mechanism or network in the targeted area
Objective 4: promotion, awareness raising and capacity building of community, MSWDO to adopt and replicate project products and process
Activity Streams:
o Developing handbills, brochures, leaflets on the project products
o Distribution of 3,000 brochures, leaftlets in the area
o Organizing publicity workshops, community meetings in 30 targeted villages
5. Project Strategy (not more than 600 words)
The project will adopt participatory approaches of development and will seek assistance of Aga Khan Planning and Building Service, Pakistan (AKPBS) during the whole project implementation period. In the initial stage village selection criteria will be developed and 20 villages of Union Council Kothi Taluka Jati will be selected for the implementation of project activities, a project office will be established at centrally located Jati City from where project will be initiated and run. Villages with minimum 50 households and fish based community, using fuel wood for cooking and heating purposes and active participation of community will be sought to select the villages. Experienced project will be recruited through advertisements in local newspapers and panel interviews will be conducted to appoint experienced and motivated individuals to initiate social mobilization process in the villages and COs (male and female) with more than 60% involvement of community members will be formed in the targeted area. Project will work in partnership with the COs. Females will particularly be involved in the activities like involvement in trainings and village level publicity workshops and participation in health and hygiene education.
Project inauguration ceremony will be organized in first month of the inception to share project objectives and processes and products at mass level and a project ending ceremony will be organized at provincial level to share the findings/lessons learnt during the implementation of project.
MSWDO will chiefly be responsible for the overall management of the project, whereas project would seek support of AKPBS in project monitoring and evaluation, training of artisans and development of IEC material.
5.1 Coordination with NGOs/LGIs/Media
A project coordination committee will be formed involving representatives of local government, elected representatives, government officials, AKPBS, Pakistan, NGOs and media to guide the project and monitor its activities on quarterly basis.
5.2 Role of Recipient Organization:
Mehran Social welfare Development Organization (MSDWO) will mainly be responsible for the overall implementation and management of the project including recruitment of the project staff, office establishment, financial management and accounting and monitoring of the project activities, and be responsible for programmatic and financial reporting to the donor.
5.3 Role of partner organizations:
Aga Khan Planning and Building Service, Pakistan will be the technical partner of KWDO, it will provide:
· Training of staff members
· Training of entrepreneurs/artisans
· Field Monitoring
· Mid Term and Project end Evaluation
MSWDO will sign terms of partnership after signing of agreement with UNDP.
5.4 Sustainability of the Project
The project will transfer the skills and knowledge to the community organizations and run and maintain project interventions in future after completion of the project. Entrepreneurs/artisans will be trained during the project implementation on the manufacturing and installation of project products. These entrepreneurs will continue installation of the products after completion of the project on self help basis and will generate income from the installations and continue.
5.5 Relationship to other GEF funded project
Project will complement with the other project funded by GEF in the district like ?Environmental up gradation through community participation? implemented by SAFWCO in Taluka Kharochan, ?Conserving Energy and Promoting Environmental Sustainability? implemented by AKPBS in Ghorabari and Keti Bunder Taluka.

Indicate impacts on participants/beneficiaries:
Along with the successful demonstration of GEF-AKPBS products in the area, project will lead to impact as follows;
7.1 Related to Humans
o Health Impact: General improvement in women, children, men and the elderly? health because of better in-house and surrounding environmental conditions causing decreased incidence of disease.
o Social Impacts: increased social cohesiveness and access of the community to adopt energy efficient products and replicate them
o Economic and Financial Impacts: saving in fish processing expenses reduced expenses incurred on storages of fish and shrimps, saving in household?s expenditure spent on fuel wood purchasing and cutting
7.2 Related to Environment
o Land related impacts: General increase in forest productivity through reduced use of wood and timber for energy.
o Air related impacts: General improvement in quality of air through reduction in CO, CO2 and other gaseous emissions, and more forests to act as sinks
7.3 Demonstration Value
Project design revolves around the demonstration of livelihood improvement products to conserve energy in the shape of installation of energy efficient products.

Lessons learnt during the implementation of project will be shared in the consultative meetings and seminars at district level. Experiences will documented as ready reference for the future interventions.
7.5 Potential risks
The targeted area is prone to sudden onset disasters such as cyclone and flood. Such mishap can create hindrances in achieving stipulated objectives and time frame.

o Land related impacts: General increase in forest productivity through reduced use of wood and timber for energy.
o Air related impacts: General improvement in quality of air through reduction in CO, CO2 and other gaseous emissions, and more forests to act as sinks

Project design revolves around the demonstration of livelihood improvement products to conserve energy in the shape of installation of energy efficient products.

Lessons learnt during the implementation of project will be shared in the consultative meetings and seminars at district level. Experiences will documented as ready reference for the future interventions.

The targeted area is prone to sudden onset disasters such as cyclone and flood. Such mishap can create hindrances in achieving stipulated objectives and time frame.
