Management, Conservation and Rehabilitation of Natural Resources in RUMPE Lake Community Fisheries

The project is aiming at protection, conservation of biodiversity resources and contribution to increase nutrition and food security of communities around ROMPE Lake through the establishment and protection of community conservation area. This project has proposed to establish a community natural conservation lake of 5.5 ha, aiming at increasing fish stock, and protection of 15 ha of existing flooded forest, reforestation 15 ha of flooded forest around this conservation lake which help to improve sanctuary for fish, biodiversity and water birds in community Fisheries areas.

The project also provides education to communities to love, protect natural environmental resources which lead to stop illegal fishing. In addition to that, project have empowered women in participation, leadership and group management through organizing them into 6 groups (15 women per group) to participate in protection, conservation of natural resources and actively take part in other community?s activities.

The project has the objective to manage and conserve of local natural resources and use it sustainable for livelihood of Rumpe community fisheries members by:

1. Supporting community fisheries committee in the process of managing, conserving and rehabilitation of natural resources though establishing a conservation lake (5.5 ha), reforestation of 15 ha of flooded forest and protection of 15 ha of existing flooded forest.

2. Promote and encourage community fisheries members to understand the important of natural resources for their livelihood and get them participated in the protection and taking care of those natural resources.

Project Characteristics and Results

Gender Focus

Around 90 women are formed into saving groups and get training on small business and revolving fund process and management. 18 women will become saving group leaders and members of the community committee who will be actively implementing project activities.

Emphasis on Sustainable Livelihoods

As a result from the lake conservation, fish stock will be increased that enable people to catch 50 percent more fish in a sustainable way to support their living and for their income generation.

Notable Community Participation

The community members will actively and directly participate in all community activities including: - Establishing Community conservation area (5.5 ha) inside Rumpe Natural Lake. - Reforestation 15 ha of flooded forest around conservation lake. - Protection 15 ha of existing flooded forest - Put sign board around conservation lake - Demarcation Community fisheries management areas - Put artificial fish shelter inside conservation area - Regular patrolling - Raising public awareness on the advantage of managing, conservation and rehabilitation of natural resources through village meeting, commune council meeting and meet with village leader - Put the important information in the village sing board.

Capacity - Building Component

To enable community member to manage the community activities smoothly, variety of trainings will be conducted including skill of preparing nursery of young flooded trees, process of establishing saving group and its bookkeeping and group management. The project also helps to build the community capacity in coordinating with the fisheries officer and local authorities in preventing and solving the illegal fishing issues.

Promoting Public Awareness of Global Environment

With the technical support from the local authority, the environment and fisheries officers, this project aims to raise public awareness on conservation, rehabilitation, natural resources management, sustainable use of natural resources, and related laws through a variety of activities to local people from 7 villages, who will actively participate in the planting of flooded trees and lake conservation. Being aware of the advantage of managing, conservation and rehabilitation of natural resources, 86 people stop illegal fishing activity. Rumpe community fisheries will become model community fisheries in Phnom Santouk district.

Project Results

- 420 people in 7 villages received awareness on importance of NRM in Rompei community
- 656 people participated in flooded forest planting and lake conservation
- 30 ha of existing flooded forests for fish breeding and spawning ground and shelter of water birds and other wild animals were proteted
- 90 saving group members increased their family income to ensure food security
- The fish stock in Rompei community fishery has increased. Most people could catch fish upto 5 Kgs per person per day.
- 2 big bill boards, 4 small bill boards and 68 boundary poles were installed.
- 20 cement rings and 63 wooden trunks were placed. People were involved in placing cement rings and also wooden trunks in the protected areas.
- 30,000 fish fingerlings were released in the Community Conservation lake
- 110 boundary poles were placed in the community fishery.
- 15 ha of forest were protected and 8 ha were planted.
- 16,158 flooded trees (seedlings) were planted and about 65% was well growing.
- The patrol has been done regularly, especially the participation of women in the day time
- There was only one case of illegal fishing was arrested.
- Six saving groups were established with 116 members.
