Ecotourism development on the territories adjacent to Aksu-Zhabagly Natural Reserve (Assistance to ecotourism development in the buffer zone of Aksu-Zhabagly Natural Reserve through establishment of Resource Centre of ecotourism independent providers and Ecotourism Training centre in Zhabagly settlement)
Zhabagly village is located at the foothills of Talass Alatau ridge, near the Aksu-Jabagly state natural reserve borders. It is situated in Tjulkubass area of the South-Kazakhstan oblast, which is rich in natural, cultural and historical monuments, which can involve tourists by ancient cities, settlements, watchtowers, fortresses, the mausoleums, mosques, petroglephs, sites of Great Silk Way roads.
Taking into all this into account, a number of projects on tourism infrastructure development have been realized in Zhabagly village. However, functioning of the 12 guest houses established so far is still not effective yet, in view of weak development of tourist services providers, absence of adjusted promotion channels for tourist product to the market, lack of information about the tourist products, monopolistic activity of the Wild Nature NGO, imperfection of the tax laws.
The project goal is to promote development of tourism in a buffer zone of Aksu-Zhabagy state natural reserve by creation of the Resource Center of Independent Providers and mountain technique training centre for guides-conductors, reserve inspectors and school pupils.
Project tasks are:
1. To create the Resource Center of Independent Providers of Ecological Tourism (RCIPET) in Zhabagly village, well equipped to create and support database about guest houses, recreational load and tourist routes on the territories, adjacened to the Aksu-Zhabagly Natural reserve. The Center will also render informational, legal and advertising support to providers of tourist services.
2. To train tour operators and travel agents of the Centre personnel.
3. To train guides-conductors and reserve protection inspectors in mountain life-saving techniques.
5. To carry out a round table with participation of communities; two cycles of seminars for the interested providers and Zhabagly villagers on tourists service under KTA standards and the tax laws with scope not less than 60 person.
6. To develop and approve 5 additional routes outside the Reserve territory.
Expected results:
- The Resource Center of Independent Providers of Ecological Tourism (RCIPET) in Zhabagly village is created and it supports the database of all guest houses, tourist organization and itineraries, ecological NGO involved into ecotourism activity. During tourist season (from April till October) the RCIPET annually traces dynamics of recreational load, which is published in special informational bulletin.
- 4 people are trained in the essentials of tour operators and travel agents activity.
- 10 people are trained as guide-conductors.
- Guides-conductors and reserve protection inspector are trained in essentials of the mountain life-saving technique.
- The rock-climber base is equipped in gorge Borandy for training guides, reserve protection inspector and school pupils.
- The estimation and certification of service level in Zhabagly guest houses is conducted.
- Two cycles of seminars following the KTA standards are carried out
- Five additional tourist routes are developed and approved.
- The advertising information is placed on the sites of RCIPET.
- Not less than 80 % of equipped guest houses receive the income due to the project price policy and information supply.
- Local community and inhabitants of nearby villages are actively involved in rendering tourist services like transportation, accommodation, horses rent, realization of souvenirs.

Project Characteristics and Results
Capacity - Building Component
Due to the project favourable conditions for development of ecological tourism in the village and around will be created (there will be a number of well-trained guides-conductors well experienced in the mountain life-saving technique, tour operators and travel agents). The Resource Center of Independent Providers of Ecological Tourism (RCIPET) personnel will increase capacities in the area of ecotourism development. More than 60 villagers will be acquainted with KTA (Kazakh-Tourist Association) standards that will strengthen their capacity in providing high level tourist services.
Promoting Public Awareness of Global Environment
Information campaign that will be conducted within the project will help local people to understand importance of GS BD and identify their role in its protection
