Ecotourism sustainable development on the territory of special protected areas (To enable environment for efficient cross-departmental and cross-sector cooperation focused on ecotourism sustainable development within special protected areas)
Today in Kazakhstan a number of attempts for development of ecological tourism around special protected areas (SPA) as a tool for sustainable use of ecosystem elements and biodiversity conservation are undertaken. Despite of that, ecological tourism in Kazakhstan has no desirable dynamics. It is connected to a weak interdepartmental interaction, gaps in legislation, existing conflicts between ecological NGOs and SPA authority and absence of a complex state strategy on SPA ecological tourism development, as a new nature protection strategy.

The systematic and sustainable development of ecological tourism will become possible only after creation of a mechanism of interaction between the interested parties, where executives from each party, specific goals and problems determined and reflected.

The project goal is creation of favorable conditions for creation of the effective interdepartmental and intersectoral cooperation directed on sustainable development of ecological tourism in and near to the SPA.

The main tasks of the project are to arrange a round table for discussion and further creation of a mechanism for effective interdepartmental and intersectoral cooperation directed to sustainable development of ecological tourism.

As a result of the round table with participation of representatives from ecological NGOs, target ministries, committees, tourist companies, international organizations, educational institutions, employees of partner projects, mass-media resolution of a number of questions connected with interaction between ecological NGO and SPA authorities will be achieved; recommendations for development of ecological tourism on SPA and adjoining territories to be legally approved will be developed; the model of interdepartmental and intersectoral cooperation will be created where the key posts in decision-making process are determined; memorandum of cooperation will be signed by the parties.
The created mechanism will promote more efficient cooperation between the state bodies, nongovernmental organizations, and commercial structures in decision-making process in the area of ecotourism development.
