Sustainable Management of Natural Resources and Agriculture in 70 villages of Bhimtal and Betalghat Blocks and land issue based advocacy in the whole Uttaranchal State

The objective of the project is to sensitize local community regarding climate change vulnerability, natural resource management, sustainable agriculture and water resource management. The local communities will be facilitated in identifying and use of traditional knowledge, practice and applications for the water resource management and sustainable agriculture.

Women will be organized for reducing drudgery and enhancing the role of women in promotion of rainwater harvesting, land management and sustainable agriculture. Renewable energy resources such as bio gas plants and energy plantation will be promoted to reduce the stress on the forest resource. Groun water and soil moisture recharge will be done through promotion of rainwater harvesting practices.

Project Characteristics and Results

Inovative Financial Mechanisms

District Rural development Authority has its mandate to strengthen the local governance. In context of it they are doing effort and observed organization work. They felt that organization has good reach among the villagers, therefore project has awarded to the Organization, which has also helped the project in strengthening their farmer groups. As organization was involved in working for women therefore they have got funding from IGSS

Project sustainability

For the sustainability of the project Sanghatan and Group would be formed at cluster level and they would be responsible for the sustainability of the project in the future. Project would address Capacity enhancement measures of the members of women and VEDC groups. After completion of the project an account from the contribution of villagers would be open in the village for the renovation work.

Policy Impact

Intensive efforts will be made for networking and liasoning with concerned departments, organizations and institutions for convergence of services, sustainable development of natural resources and amendments in the land?s laws.

Notable Community Participation

Micro plans will be prepared on issues and priorities will be identified with the communities. The micro planning will be based on analysis of base line data and issues emerged from the PRA techniques related to prioritization of needs and appropriate methods and strategies to resolve the local identified problems.

Replication of project activities

Project has large possibility of Replication. It is addressing those problems, which are omnipresent Therefore it is a need to start same kind of project in every village of the state. The programme envisages micro planning at the village level to ensure that the local needs and priorities especially of the women and the vulnerable groups are addressed. It would establish a mode of management that addresses people?s needs while incorporating women?s priorities and ensuring sustainability of resources.

Capacity - Building Component

The local community will be made aware, sensitize and enable for rainwater harvesting, sustainable agriculture, energy resources development and livelihood development. Village level committees will be strengthened for implementation of village level micro-plans. Workshop and meetings will be organized on land pattern and through them the community will be trained for advocacy with the government regarding the amendments in the land?s laws.

Gender Focus

The programme envisages micro planning at the village level to ensure that the local needs and priorities especially of the women and the vulnerable groups are addressed. It would establish a mode of management that addresses people?s needs while incorporating women?s priorities and ensuring sustainability of resources. Project would address Capacity enhancement measures of the members of women and VEDC groups

Significant Participation of Indigenous Peoples

The project is focused on all the local people so there is no particular significance is given to the Indigenous people

Promoting Public Awareness of Global Environment

The project will undertake PRA and other participatory methodologies for analysis of the access and availability of various natural resources (resource mapping, social mapping and community interaction with government and non-government organizations) as a data base for planning new initiatives. Village Environment Committees (VECs) will be formed as the forum of people?s initiatives towards sustainable development in the village.

Emphasis on Sustainable Livelihoods

project has linked the practice of sustainable livelihood in a GEF focal area. the threat to any species or pressure on the forests starts due to its over exploitationor ignorerence by the community.It can only be checked either by providing alternative to the community or informing them about their benefit and advocating use pattern. The present project has introduced both the techniques during its implementation Women based Self Help Groups were formed for introducing institutionalization mechanism and developing the managerial capacity among the women. Nearly 12 SHGs were formed and trained to maintain account, managing skill to run a group and minute things about to work as a member of team.

Project Results

Women will be made aware and sensitize regarding the climatic change, agro-bio diversity, sustainable agriculture and traditional water harvesting practices and enabled to articulate their priorities for natural resource management and income generating activities in agriculture and non-farm sector. The capacity of women will be augmented for increasing their role in decision-making and leadership development for management of natural resources and sustainable agriculture.

Linkages will be formed between the user groups, VECs and SHGs with government and non-government organizations for realizing their needs and meeting the targets under the project. VECs will be strengthened for evolving micro action plan, enhancing the role of local community in natural resource management and mobilizing community for eco-regeneration, agri-bio diversity and water management.

Transparency and collective reviewing of the process and the plan priorities as well of financial aspects of the programme will be done with community participation. Community level management of activities such as bio gas plant, irrigation tank and compost pit etc. is managed by consensus and with community contribution of resources-labour, land etc. This will result in enhanced knowledge and adoption of community based management system for biogas, water and irrigation brought in place.

With use of bio gas plant and rain water harvesting methods the pressure on forests would get reduced and at the same time the under ground water level would also increase. Construction of biogas will reduce the burden of forest resources on the one hand and it will provide slurry for vermi-composting for organic agriculture and also reduce the drudgery of women for collection of fuel and energy. The promotion of rainwater harvesting will lead to conservation of soil moisture, maintaining the ground water level, vegetation coverage and sustainable agriculture. The cumulative effect will lead to reduction in emission of carbon gases and increase agri-bio- diversity.
