Developing a community learning centre for environmental education for Jakarta's wetlands (Muara Angke Urban Wildlife Sanctuary & Jakarta Bay, Rambu and Untung Jawa Islands
Project development Goal:
Strong local constituency and voluntary efforts for wetland conservation in Jakarta (esp. Muara Angke Nature Reserve and Pulau Rambut)
Project Objectives:
1. To develop an urban nature/environmental education centre in Muara Angke, Jakarta namely the Muara Angke Wetland Center.
2. To improve wetland conservation and urban environment awareness through an outdoor and environment education program in Muara Angke Wildlife Sanctuary & Pulau Rambut.
3. To develop environmental outreach program to reduce waste and pollution from riverine neighborhoods of Angke River.
4. To increase community participation in the management of Muara Angke wildlife sanctuary.
Expected Output:
1. An urban environmental education centre in Muara Angke, Jakarta is renovated and developed
? Buildings renovated and extended using environmental design featuring a passive cooling system and environmental friendly building materials;
? Communal toilet block with a model for waste water treatment for urban poor neighborhoods with biogas digester constructed (co-financed);
? Renewable energy systems established solar electric power generation, solar water heating, low voltage lighting and energy saving equipment;
? 4 exhibition panels explaining the environmental features of the center, the wetland ecosystem, fauna & flora, and threats to the ecosystem.
? Community cooperative (through KPKA) to mange the education centre cafe
2. Increased environmental awareness through outdoor nature education program in Muara Angke
? Weekly outdoor education program for schools, university students and on weekends for the general public. (documented in quarterly electronic newsletter and 6-monthly technical reports);
? Curriculum for outdoor education for schools;
? Change in awareness & knowledge measured through program evaluation by participants of awareness programs.
3. Reduced waste disposal and pollution in Muara Angke
? Volunteer monitoring reports on water quality and riverine waste disposal. (4 times per year);
? 6 training programs conducted for waste management and water quality monitoring;
? At least 2 riverine neighborhoods adopt improved waste collection and recycling system.
4. Increased community participation in the management of Muara Angke and Pulau Rambut
? Local conservation constituency for Muara Angke wetland sanctuary (local stakeholders participate in planning & management of sanctuary);
? Recruitment and training of community members as outdoor educators and green café staff.
5. Increased public awareness campaign through mass media and public events for urban nature conservation
? Facilitation of news paper articles, regular radio and TV coverage
? 4 public events per year (e.g. public waste collection, talk show in Muara Angke, art competitions, bird race, environmental detective competition) with the participation of the wider public covered by mass media.
Activities to be conducted:
1. Development of an urban environmental education centre in Muara Angke, Jakarta
In collaboration with the Jakarta conservation department JGM will develop an urban environmental education centre in Muara Angke Wildlife Sanctuary in North Jakarta to address urban nature conservation, wetland conservation and provide examples for more environmentally sustainable urban living that can be replicated elsewhere.
Muara Angke currently features a dilapidated, unused and empty seminar/ exhibition room, and a dilapidated administration/ ranger station. The wetland sanctuary also features remnants of a board walk, which for safety reasons is currently closed for public use. JGM is planning to reconstruct the board walk in collaboration with Rotary Club Jakarta.
With the support of GEF-SGP the project will rehabilitate and extend the existing buildings to develop a visitor and education centre using an environmental building design. Roof constructions and windows will be adapted to allow airflow and passive cooling (Free of charge architectural advice will be provided by ?Habitat for Humanity?). The centre will feature examples of renewable energy generation. Electricity will be generated by solar panels. The use of low voltage lighting, fan ventilation, LCD display for the seminar room will reduce energy consumption. A biogas digester linked to the toilet waste water system will provide gas for cooking. The toilet block and waste water treatment system is a communal sanitation system that has been developed by the NGO BORDA for poor urban neighborhoods in Indonesia (co-financed by FFI). The center will also have containers for waste separation of recyclable materials and a composter for organic materials. Rainwater will be collected from the roofs to be reused in the toilet block. These examples for improved waste management, sanitation, renewable energy and environmental friendly building design will be displayed for educational purposes and explained on educational display boards in the seminar room and on outside walls. Specific educational programs for a wide range of target groups will use these experiment-based environmental technologies.
The centre will comprise of three buildings, an interpretation center, an open seminar room (balai), and a café with veranda. The seminar room will feature education panels on wetland ecology and fauna & flora in Muara Angke, threats to the bio-integrity of the wetland sanctuary, and the environmental building design and environmental technology of the center (renewable energy, waste water treatment/ waste separation and recycling)
2. Outdoor nature education program in Muara Angke
JGM will implement an outdoor education programme in Muara Angke and Pulau Rambut for neighborhoods, schools, university students, youth centers and general visitors. The project will develop and implement a regular guided program designed for specific target groups focusing on bidiversity and ecology, mangrove ecosystems and environmental impacts in Muara Angke such as pollution and waste disposal and demonstrate models for waste management, renewable energy and waste water treatment. For this program JGM will continue to train and employ volunteer educators, primarily from local neighborhoods.
3. Angke river environmental outreach program to reduce waste and pollution from riverine neighborhoods
To adress waste disposal and waste water discharge into the Angke River the project will build on JGM?s extensive volunteer program to implement a conservation awareness program targeting the urban poor neighborhoods, local schools and city councils to change behavior and campaign for improved garbage collection and treatment systems engaging local communities. The program will include the following activities, all of them involving volunteers and members of the community grass root organization KPKA:
? Participatory mapping for waste collection (e.g. drop centres), introduce scavengers to local neighbour hoods for collection/ purchase of recyclable materials, and develop community-based waste separation, recycling and composting in 2 neighbourhoods.
? Participatory mapping/ investigation of greywater discharge points, pollution quick tests as a part of a school/university-based awareness programme and environmental monitoring program for the Angke River.
? Community pilot training in waste management (separation, collection, treatment, recycling, composting of organic waste/ 2 neighbourhoods)
? School/Youth Centre-based conservation awareness programme. This includes a range of activities such as: smart consumer campaigns (reduce, reuse, recycle), competition with used packaging, wetlands & watershed games, beach/mangrove/river cleanups, development of school drop centres, development of school green clubs. (3-6 school visits per month)
4. Increasing community participation in the management of Muara Angke and Pulau Rambut
JGM will facilitate the development of local stakeholder participation in the management of the wetland sanctuaries through the establishment of a stakeholder forum and recruitment and training of local community members as outdoor educators and café staff through community grass root organizations in Kelurahan Penjaringan for Muara Angke (KPMA) and Kelurahan Pulau Untung Java for Pulau Rambut.
5. Public awareness media campaign through mass media for urban nature conservation
To secure broad support JGM will develop and implement a public campaign to save Jakarta's wetlands. Activities include: A monthly radio programme, regular articles in local and national news paper, regular TV coverage, and regular large public events (4/annum) focussed at global conservation days (e.g. international wetlands day, international environment day, earth day), Public events will enlist the participation of Jakarta?s citizens and local neighbourhoods for waste collection or environmental monitoring.

7. about 1800 school children and youngsters recorded as participants in environmental programme.
