Wind Energy for the Needs of Smalininkai Community
Aims of the project: The main aim of the project is to stimulate usage of shifting energy resources and technologies, at the same time diminishing social disjuncture
Establishing strong partnership ties among the local government, scientific institutions and NGO, to attract EU structural funds for usage of shifting energy resources and formation of better economic conditions in the community.
Expected results: Gained and used shifting energy resource ? a wind power station;
Spread of information about environmental protection;
Information about financial programmes;
Strengthened ties between the community members and local organizations;
Established lasting strategy of arrangement of the town;
Gained experience of preparing and implementing environmental projects.
The Project is attributed to the priority spheres of people?s welfare and environmental protection, the aims of which are decrease of socio-economic disjuncture and increase of efficiency of energy usage, as well as usage of shifting energy resources.
The project seek integral decision of environmental protection and local social-economic problems, that would attract and interest local people and demonstrate how they themselves can contribute to protection of environment and perfection of their life conditions.
One of the biggest problems of the town is ? absence of street lighting ? this question is raised up in every public meeting of the inhabitants (in January 2007 inquiry of the population showed that the problem of lighting is very actual for the people, that it is related to negative phenomenon that are happening in the town. The people indicated that they are going to participate in bees for establishing illumination). Referring to the summaries of the police during the year of 2006 in Smalininkai borough there were registered 62 administrative protocols: 30 applications, 70 warnings, 36 criminal acts? life in the town is going on only when it is light.
By this project it is sought to create qualitative and safe living conditions in the town of Smalininkai, as out of 1600 inhabitants almost half are children and youth under 18, and this is the group of enlarged risk.
During the Project we are planning to prepare documentation and after have gained a wind power station, of 250 kW, to build it up in Smalininkai. Energy that is produced by the station is sold to the Joint-stock company VST, and received profit is allocated for development of the Centre of Smalininkai Community, for establishment of Smalininkai public social infrastructure, for ecological education of children and youth.
The project to strengthen the activity of non-governmental organizations and communities, seeking for decreasing the change, at the same time diminishing economic and social disjuncture, i.e. striving to establish the principles of regular development on a local level, as well usage of shifting energy resources for the needs of the community.
This project corresponds to the national priorities, the law of environmental protection and other laws of the state, the strategies, programmes and activity plan ? one of the aims of the programme of efficiency increase of National Energetic strategy and National Energy Consumption is usage of shifting power resources.
