Result assessment, lessons learned and experience drawing and sharing to enhace GEF SGP programme and project impact
Since the beginning of GEF SGP in Vietnam in 1999, GEF SGP has supported 70 projects in many parts of the country, drawing attention of CBOs, NGOs, local authorities and sectors. The major intention of GEF SGP is that attention is paid to monitoring, supervision and evaluation of projects in order to learn lessons and draw experience from managing and implementing projects to enhance GEF SGP impact.
However, some drawbacks in results monitoring and assessment of GEF SGP in Vietnam have been recorded:
- there have not been clear and specific criteria for assessment of the total programme as well as individual projects. The assessment has only depended on objectives presented in the project documents, plans and budgets. The programme?s impact has not been assessed.
- Projects? sustainability has not been assessed (the projects which finished after 3 years should be assessed in terms of their sustainability)
- There is not enough information collected and statistics on the sustainability and duplicability of projects. There is no mechanism for enhancing partnership of projects and project follow-ups.
- Experience drawing has been limited to general lessons which do not have detailed analysis. Lessons and experience have not been documented for sharing among GEF SGP projects and others.
- To improve the effectiveness of GEF SGP projects in Vietnam, the project ?Result assessment, lessons learned and experience drawing and sharing to enhace GEF SGP programme and project impact? aims at:
- assessing results and drawing lessons and experience
- communicating the information on GEF SGP results and sharing experience
- preparing reports on assessment, lessons and experience in implementing GEF SGP
- enhancing the GEF SGP sustainability through developing partnership network.
Main activities:
- Developing criteria for project assessment
- Organizing a meeting to collect ideas for the criteria
-Research on available documents to categorize the projects based on developed criteria
- Collecting information to assess projects in the following manners:
? Developing assessment papers and sending to participants and beneficiaries
? Visiting the projects: organizing meetings, interviews and observations
- Organizing topic-based workshops (based on collected information)
- Adjusting and supplementing handbooks and guidelines on implementing of GEF SGP in Vietnam
- Organizing a national conference (120-150 participants)
- Building and piloting two-network activities based on the prior topics of GEF.
