Community Rights and Climate Change Adaptation and Mitigation
Project development Goal:
Communities as affected parties and actor for change are involved in public participation in discussions of climate change adaptation and mitigation issue.

Climate Change issue is in the centre of discussions at the government level and among communities at all levels. The report from IPCC was received by the government, private sectors and community as a warning for the world to change the current unsustainable model of development. Unanimous acceptance that global warming occur and climate has changed its patterns has been expressed by all government as materialized in the commitment of 189 governments to convene in Bali for UN Framework Conventions on Climate Change-Conference of Parties 13, 3-15 December 2007. This high level meeting, like many UN meeting, will have to ensure participation of affected communities and marginalized groups, such as indigenous peoples, youth and women groups. It is in this line of spirit that the PPLH Bali is committed to partner with the GEF SGP to organize campaigns, public education and showcasing lessons learned from community groups supported by GEF SGP Indonesia in mitigating the effect of climate change through sustainable practice and local wisdom. The event will also be used as kick off campaign to promote options for community in addressing the effects of climate change in vulnerable areas that would possibly be affected by climate change.

PPLH Bali will facilitate the achievement of the above goal through three sets of activity with the following objectives and outcomes.

Objectives:

Community rights in regard to government, industry, NGO and community efforts to mitigate and adapt to climate change are heard by participants to FCCC COP 13 and included in proposed mechanisms, as well as in publications produced during and beyond COP 13.

Expected Outputs:

1. A short 8-10 minute film that documents community efforts in mitigating their contribution to climate change and in dealing with its potential impacts. The film attempts to inspire a debate on the topics, such as, Stewards of the Earth: Caring for the Future; Rural Communities addressing climate change; Community rights and Reduced Emissions from Deforestation and Degradation, including indigenous peoples? and rural community voices in negotiations on REDD. The broadcast quality film will mention the efforts from the women in Kutoarjo, Java to promote energy efficient stoves; organic farming as a way to reduce greenhouse gas emissions; Les ornamental fish and coral rehabilitation as case of regenerating ecosystem health and resilience; the Orang Rimba?s story as stewards of a national park confronting threats from expansion of oil palm plantations for bio-fuel; Mangrove rehabilitation in Tongke-tongke as carbon sink for wetland; Seloliman micro hydro as an example of mitigating the causes of climate change. The film will be used to introduce a discussion on how the UNFCCC can be made more open to community input and incorporate community concerns on mitigation and adaptation to climate change.

2. A parallel event, mid morning to mid afternoon, to be held on one day between 6-11 December 2007 with the theme ?Community rights and the climate change negotiations?. The workshop will host at least 9 community member testimonies from various ecosystems: terrestrial, forest, marine, etc, from EGP partners and will contribute to the collective generation of recommendations to the FCCC on upholding human rights in the framing and implementation of climate change agreements. The workshop will be attended by 80-100 participants from at least 30 developing and developed countries. Community testimonials may be repeated in the CSO side event, organized within the same week.

3. Exhibition of community efforts to address climate change at the CSO-Forum and Exhibition in the Formal Side Event. (3-14 December 2007)

4. Site Visits to:

a. Les Village (3 hours drive from the conference venue) to see the non-cyanide ornamental fishing methods, rehabilitation of coral reefs and community-run fish trading company. The site visit will include community presentations and discussion on coral planting, fish catching methods, farming and transporting procedures, the adopt-a-coral programme. Some community testimonies from EGP and N.P partners in coastal ecosystems will be made here. Lunch will be provided on site with a Balinese ritual and local cuisine.
b. Denadra-Tenganan Micro hydro (2 hrs from Nusa Dua): the Bali Aga indigenous people is one of the oldest communities in Bali. In the setting of Tenganan village with its protected forests, the participants will be guided by local elders to see how water is managed and distributed and will hear about changes in seasonal patterns. Those in fit condition can take a hike from the village up to the micro hydro and rice-husk site. Balinese lunch will be provided in the village followed by discussions on the mythology and cosmology of Bali society.
c. Serangan (35 minutes drive from Nusa Dua). Participants will be taken on a guided tour of the coastal community of Serangan to learn about this community?s resilience in addressing the impacts of changing ecosystems. Participants can see the shift of occupation from labors and pelagic fishers to coral farmers with CITES certification. The community has planted more than 15,000 pieces of coral from more than 22 species of hard and soft corals. Lunch is provided followed with discussion on their fish and coral farm.

5. National and International coverage in print media, the UN-Radio and the Earth Negotiations Bulletin.

Expected Outcomes:

1. Human Rights concerns in relation to implementation of climate change agreements (including CDM and REDD and adaptation projects) are included in the FCCC negotiations for a second commitment period.
2. Ongoing media coverage of community concerns, actions and wisdom in addressing climate change and upholding their rights in relation to climate mitigation and adaptation projects during the negotiations for a second FCCC commitment period.

3. List of community testimonials, community entries of Stories, photo exhibits, etc
