This project has 2 different fields of work: The recognition of the communities' forestry and the strengthening of the eco-tourism site at Chrak Laeang. Allover, the main objective is to improve the situation of the poorest and vulnerable families in the target area, through building them the capability to manage their natural resources by themselves in a sustainable manner.
The recognition of the communities' forestry will be reached through an agreement and a Community Forestry Management Plan, both signed by the Forestry Administration Cantonment (FAC), so that the Community Forestry Management Committees (CFMCs) can control their timber and non timber resources autonomously. EPDO will collaborate with the FAC and the Commune Council (CC) to support the CFMCs in getting this agreement and improving their technical skills in sustainable forestry management.
The strengthening of the eco-tourism site will be realized through the approval of a Memorandum of Understanding (MoU) by the Ministry of Environment and, as well as with the forestry, through supporting the Eco-Tourism Management Committee (ETMC) with technical skills training. This will be supported by the EPDO and the Provincial Department of Tourism. There will also be installed new tourist facilities to make the site more attractive. In the end of the project, the ETMC will be able to manage all eco-tourism activities autonomously and all people of the community can profit indirectly through selling food, souvenirs or other traditional products at the tourism site. Officially recognized by the government, the ETMC can become a community based organization (CBO) and find their own donors and write their own proposals.

Capacity - Building Component
Before starting the project, EPDO locates the problems occurring in the target area, using information from the Base-Line survey from April of 2006, the Commune Investment Plan book of the Department of Planning and the experiences from the reflection workshops conducted by EPDO itself. These problems are divided into problem roots, main problems and problem impacts. With the so gathered information, EPDO develops a strategy plan to solve all problems. In the beginning of the project implementation EPDO selects target groups among the poorest and vulnerable people of the communities. Together with the EPDO, these groups will develop group regulations, guaranteeing accountability, transparency and equality. The Community Forestry Management committees (CFMCs) and the Eco-Tourism Management committee (ETMC) were already voted like this in former projects, but the ETMC will be reorganized by EPDO. All committee regulations will be reviewed and actualized to guarantee ongoing accountability and transparency, as well as the committees' responsibility of the management of the existing resources. After that structure building process, there will be designed a Memorandum of Understanding (MoU) together with expert institutions and the community councils in order to build provide technical skills and training. EPDO will also organize exposal visits to model communities inside and outside the province. All activities of the project are followed up and monitored by the groups, committees and the EPDO, to evaluate the project progress.
Notable Community Participation
EPDO will orientation the project to make villagers understanding, we will select interested residents who have similar objectives, setting criteria, identify and select the beneficiaries based on criteria. Once selected beneficiaries, we form in groups for which families that live in houses nearby together, so that they can help together, sharing the experiences, participating in decision making. In each group comprise members of 8-20 persons, who each vote one group leader, one deputy and a secretary. All groups will then establish a group regulation (vision and objective, duties and responsibilities etc).
