Strengthening fishers communities initiatives in managing Mangrove and Sea Conservation Area (DPML) in Teritip Subdistrict, Balikpapan, East Kalimantan
PROJECT DEVELOPMENT GOAL:
Strengthening local capacity of Fishers Communities to support Mangrove and Sea Conservation Area (DPML) management in Teritip Subdistrict, Balikpapan, East Kalimantan.

PROJECT OBJECTIVES:
1. Fishers are able to implement conservation activities in Mangrove and Sea Conservation Area (DPML) by rehabilitating coral reef and mangrove. Beside they can develop environmentally friendly alternative livelihood to increase their income and to support ?Teritip Laut? coastal and water area management as conservation area that is potential for fish resources protection and conservation.
2. To draw attention and awareness of Balikpapan Government Officers to support conservation activities in protecting and maintaining coastal and sea ecosystem in Mangrove and Sea Conservation Area, Teritip Laut, East Balikpapan as one of the supporting aspects for livelihood for Balikpapan community and to protect the environment in general

EXPECTED OUTPUT:
1. Existing 10 blocks of artificial coral reefs by using Modul Ban Berstruktur Kerucut
2. Existing 3 (three) Mangrove Cultivation Group with 10 members for each group.
3. Implemented alternative livelihood that are Crab Cultivation Business in Keramba
4. Support from Balikpapan Government Officials (both Municipality Officers and other related instances) through their involvement in all of the activities and following up program sustainability in the next phase by utilizing all of the existing resources.


ACTIVITIES TO BE CONDUCTED:
1. Preparation
1.1. Coordinating and consulting with related parties to obtain basic information and technicalities related with the planned activities
1.2. Performing village workshop to build understanding and support towards the program, agreement, and role distribution so that the communities can understand and can actively participated on program implementation and monitoring
2. Establishing Artificial Coral Reefs
2.1. Mapping potential resources, including:
a. Reviewing artificial coral reefs that using Modul Ban Berstruktur Kerucut model.
b. Training and selecting Construction Team and Monitoring Team to start building the artificial coral reefs
2.2. Building Artificial Coral Reefs, including:
a. Preparing and procuring equipments and tools needed
b. Constructing the materials to build artificial coral reefs by applying the agreed techniques.
c. Transporting and relocating the artificial coral reefs that already constructed and equipped with the weighing materials into the selected location in the Sea Conservation Area.
2.3. Monitoring and evaluation of artificial coral reefs progress.
3. Developing Alternative Livelihood
3.1. Crab cultivation by using Keramba, it includes:
a. Facilitating group establishment, creating play role and business planning. Four groups will be established with five members for each group.
b. Training on Crab cultivation business in Keramba. The training will present experts and people with success stories on similar cultivation from Kariangau, West Balikpapan.
c. Procuring equipment and materials for the Crab cultivation
d. Producing and Marketing
3.2. Grouper fish cultivation by using Keramba, it includes:
a. Facilitating group establishment, creating play role and business planning. Four groups will be established with five members for each group.
b. Training on Grouper Fish cultivation business in Keramba.
c. Procuring equipment and materials for the Grouper Fish cultivation
d. Producing and Marketing
3.3. Seaweed cultivation, it includes:
a. Facilitating group establishment, creating play role and business planning. Four groups will be established with five members for each group.
b. Procuring equipment and materials for the Seaweed cultivation
c. Producing and Marketing
3.4. Crab crackers production, it includes:
a. Facilitating group establishment, creating play role and business planning. Four groups will be established with five members for each group.
b. Training on Crab crackers production business. This training will invite resource person from successful crab crackers trader from Teluk Lombok, East Kutai, East Kalimantan.
c. Procuring equipment and materials for the crab crackers production
d. Producing and Marketing
4. Policy Dialogue
4.1. Audience with Balikpapan Government.
This activity is to obtain support from the Government to be involved in enforcing legal acknowledgement towards Mangrove and Sea Conservation Area in Teritip Laut Balikpapan Timur.
4.2. Program Sustainability Workshop
This activity will invite related Government instances and agencies to create common and joint draft of sustainability program that should be implemented to accelerate the implementation of Mangrove and Sea Conservation Area as conservation area that acknowledged by Balikpapan Government.
5. Campaign and Information Dissemination
The campaign and information materials will be in the form of:
5.1. Two weeks Bulletin
5.2. Poster
5.3. Film
6. Monitoring and Evaluation

PROJECT PARTICIPANTS AND/OR BENEFICIARIES:
Direct beneficiaries: community groups involved in this program such as Fishers Group, Small Women Business Group, Communities in Teritip, Lamaru, and Manggar Baru.

Indirect beneficiaries: fishers and communities in Balikpapan that using Mangrove and Sea Conservation Area for fish catching, eco-tourism, recreation, fishing, etc. This will also contribute on fulfilling the demand of green area and to avoid the negative impact of city development such as flood, abrasion, etc.
