Demonstration of opportunities of the apartment house management body in heat saving process of the apartment house in Astana city to improve the energy efficiency
Astana, where the harsh climate necessitates the production and consumption of large amounts of heat energy, and heat exchangers in terms of housing is characterized by outdated technical equipment which can not be rational to use the resulting heat. However, the rapid development of construction, expansion of the city in recent years has required additional power capacity, which makes more urgent rationalization of heat energy consumption and create incentives for savings. In most homes Astana no system of regulation of heat flow, do not operate heat meters, residents unable to manage the heat supply their homes and have no incentive to conserve energy. Quality heating, however, remains low: somewhere have low heating facilities, somewhere, on the contrary, there is overheating. Consumers are not getting the quality of heat, and willfully try to solve the problem by increasing the number of sections on the radiator, which leads to unbalance the heating system of the house. All consumers pay for heat consumption the same that is cause for dissatisfaction. At the same time addressing the deficiencies noted in the heating of buildings requires considerable financial cost to the residents.

Project aim:
Demonstrate reduction of heat energy use in apartment house due to installation of heat control automatic system and arrangement of control over the heat energy use for efficient thermal heat energy consumption at the level of the house.

Project tasks:
- Upgrading thermal unit of building: installation of an automatic control system heat flow, heat meters and improve the site hot water.
- Train KSK staff to ensure effective maintenance of engineering communications, building constructions of residential houses to attract tenants to the process of saving in order to prevent heat loss and create conditions for the rationalization of the heat in the building.

Project results:
- Higher quality use energy carrier (due to higher heat removal), which ultimately will save electricity costs at the source by pumping coolant around 20%
- Regulate the flow of the coolant at the heating system, depending on outside air temperature (heat consumption saves, especially in the transitional seasons of the year)
- Eliminate overheating of the inverse power of water
- Savings in the end of the building heat consumption by 20%, which would save 180-200 Gcal of thermal energy in the heating season
- Prevent oversized heat loss of the building due to timely diagnosis of technical condition of the thermal point, the building envelope and address their shortcomings
- Ensure the effective maintenance of residential houses with a view to energy conservation through the development and implementation of the program operation and maintenance of housing, including institutional, financial processes and procedures KSKNP
- Involve tenants in the process of heat economy through behavioral change (and care for house property, increased responsibility for its condition, use of skills and methods of conservation of thermal energy at the level of individual flats and houses in general)
- Prevented by streamlining building heat emissions of greenhouse gases at the source of approximately 115 tons recalculated as CO2 per heating season
