Demonstration of the apartment tenants’ opportunities to manage heat supply of the apartment house in Astana city to save the energy resources and attain the environmental-economic and social benefits
In terms of severe climate of the Astana city condition and appropriate functioning of engineering communication systems for efficient livelihood is the major issue. It entirely concerns the heat supply systems in condominium. In Astana, while constructing new buildings, in particular, multiroom inhabited complexes, modern equipment managing effectively heat consumption is installed. However, lack of due control over the system from inhabitants and apartment owners cooperative (like lack of qualified personnel, necessary material resources, etc.) leads to poor equipment maintenance, and, as consequence, to the equipment damage. Non-controllable heat consumption increases the need in thermal energy, the modern equipment discredit itself. Inhabitants of such houses are compelled to pay for heating not for thermal energy consumption, but for the settlement scheme (under the specification).
Project aim:
To demonstrate reduction of heat energy consumption for heating and hot water supply in two inhabited apartment houses by means of implementation of efficient heat energy consumption management system in the apartments.
Project tasks:
- To involve inhabitants ? proprietors of apartments into the process of the heat supply management through setting up of a Commission on energy efficiency for further discussion, planning, search and attraction of resources and control over realization of necessary actions to increase efficiency of power system, organization of training for apartment proprietors on effective ways of energy savings and hat energy effective consumption in terms of condominium and presence of the automated thermal point
- To carry out adjustment of automatic heat energy consumption system by installation of the required heating equipment and to bring the installed equipment into accord with its technical specifications, having provided conditions for heat saving and participation of inhabitants in management of this process
Project results:
- Apartment proprietors are involved in energy consumption management for joint working out and realization of policy, program and measures directed on energy savings taking into account possibilities of inhabitants to pay for the consumed heat energy
- Apartment proprietors are informed and trained in effective ways of energy saving
- Automatic adjustment of heat energy and hot water consumption with the account of real temperature outside the apartment and temperature of the coming heat-carrier is done, which will allow to reduce energy consumption approximately for 20 %
- Conditions for maintenance of comfortable temperatures in premises provided.
- Proprietors of apartments are trained in searching of necessary resources for energy savings measures realization, including measures on creation and functioning of a special fund for energy savings at the expense of the resources saved out of payment for consumed heat energy
- Apartment proprietors are involved in processes on condominium management for maintenance of energy consumption and increasing energy efficiency
- The project ensures economy of 400 Gkal for a cold season and prevents emissions for 40 tones per month

Emphasis on Sustainable Livelihoods
After the project realizing thermal conditions and heating rate in houses and flats are on normal and comfort for people level, costs for heating decreased.
Notable Community Participation
Almost 300 people from apartment proprietors society take part in the project. Inhabitants involved in creation and functioning of energy efficiency commission activity for efficient control over the condominium property, formation and distribution of the financial resources of the established energy efficiency fund?s savings.
