During 2004-2008, with the support from Canadian International Development Agency (CIDA), Community Environmental Awareness and Management Project (CEAMP) was implemented through the agency of Village Development Environmental Funds (VEDFs) in 20 selected VDCs of Palpa, Nawalparasi, Kavre and Sindhupalchok districts. The local communities developed their own demand led participatory Village Environment Development Plans and successfully implemented a plethora of Environmental Local Initiatives (small projects in diverse sectors, such as water and sanitation, agriculture, agro-forestry, integrated crop and pest management, irrigation, vegetable farming, bee keeping and livestock improvement, soil conservation and watershed protection, alternative energy schemes like biogas and micro-hydro plants nurtured and bolstered by capacity enhancing training/awareness programs (with full accountability and transparency as tested through a mandatory public audit system) by mobilizing local resources catalyzed by the facilitation of some donor support.

The over-arching rationale for the project is to effectivley implement and monitor the plan formulated by the Village Environment Development Plans which is otherwise never be put into action. The goal of the project is to enhance the quality of life of the rural people of Bhimtar VDC and Lagarche VDC, of Sindhupalchok District, Central Development Region of Nepal while at the same time contributing towards global environmental benefits.
