Community members of Britannia village as well as school children are all involved in the identification and propagation of the medicinal plants.
Considerable coverage has been provided by the press on the project, specially for the launching of the greenhouse.

1. BACKGROUND
1.1 PROJECT SPONSORS
The Conservation of Indigenous and Medicinal Plants project, known as the ?Semer une plante, Semer une vie? project is funded by the United Nations Development Programme (UNDP) under the GEF Small Grants Programme.
1.2 PROJECT COORDINATORS
The ?Jeune Chambre Economique de Quatre Bornes? (JCEQB) is responsible for the implementation and management of the Project. The JCEQB is a local organisation of members (LOM) of the ?Jeune Chambre Economique de Maurice? and was officially set up in 1988. It has under its wings some 30 members and is governed by an executive board.
The ?Jeune Chambre Economique de Maurice? is an affiliated member of the Junior Chamber International (JCI) which is a worldwide organisation of young professionals and entrepreneurs serving thousands of communities spanning the globe with over 400,000 members between the ages of 18 and 40 in some 100 countries. In Mauritius there are 5 LOMs namely Port Louis, Curepipe, Quatre Bornes, Beau Bassin/Rose Hill and Rodrigues. The seat and office of the JCEQB is at 53 Goyaviers Avenue, Quatre Bornes.
The JCEQB holds several events during the year that focuses on people, business, management, the individual and on community. JCI members strongly believe in the philosophy, ?Think Locally, Act Globally?. Members know that helping their community has an impact on their region - that a regional project will benefit the nation - and that works performed on a national level can have a tremendous impact internationally.
1.3 OBJECTIVE OF THE PROJECT
According to the grant agreement signed in May 1998 between the UNDP and the JCEQB, the objective of the project is to raise an awareness on the need to protect endemic and indigenous medicinal plant species, capacity building and also community participation.
The main component of the Project consists of the construction of a greenhouse within the premises of the Britannia Government School.
1.4 FUNDING OF THE PROJECT
At December 31, 1999, an amount of Rs.450, 000 has already been received from the UNDP in respect of the GEF grant for funding the Project. A summary receipts and payments accounts for the Project is shown in paragraph 3.
1.5 CHRONOLOGY OF IMPORTANT DATES IN THE PROGRESS ON THE PROJECT
The Project has been running for over two years now since the date of its conception. The table below summarises the important dates

1.6 PERSONS/STAKEHOLDERS INVOLVED ON THE PROJECT
Apart from the National Co-ordinator of the UNDP/GEF Small Grants Programme and the various members of the JCEQB, the main persons /stakeholders who have been actively involved on the Project are:
a) Project Consultants
Dr. Amina Gurib-Fakim and Mr. Joseph Guého are the consultants of the Project advising the Project Co-ordinators on the technical part of the Project especially on the medicinal plants
b) Estate Manager of the Britannia Sugar Estate
Both the actual estate manager Mr Jack Kong Win Chang and the former one Mr. Jacques Julienne have always provided logistical support whenever it has been necessary.
c) Headmaster of Britannia Governement School and PTA

d) President of the Village council of Britannia
e) The gardener responsible for maintenance

2. BASIS OF PREPARATION OF THIS RETURN
The following points should be noted in respect of expenditure incurred in respect of the Project:
a) All funds received from the UNDP and all expenditure incurred has been made out the bank accounts nos. 01-0341269 and/or 01-0240594 opened at the Mauritius Commercial Bank ? Sir William Newton Branch.
These bank accounts are also utilised by the JCEQB for other projects.
b) All available supporting documents in respect of expenses incurred are being attached in this return as per Appendix 1 to 32.
It should be noted that prior to 1999, I was not on the Executive Board. All expenditure incurred as set out by Appendix 1 to Appendix 21 was made by the former Executive Board for which I do not assume any responsibility. I have only been a cheque signatory as from expenditure incurred on 12 April 1999 as per Appendix 22.
c) This return is only a compilation of supporting documents for expenditure incurred on the Project. It excludes any documents relating to administrative and accounting procedures (e.g. request for quotations and other purchasing procedures) before any expenditure is incurred.
