Managing Human Elephant conflicts in Hambagamuwa by Mihimaw Science Foundation

Rathmbalagam village is situated bordering Uva Walawe national park. Elephants are constantly invading this area creating panic to villages and causing damage to crops, several deaths also been reported during the recent past. This project proposes to put up an electric fence dividing the village and the elephant area. It also proposes to gather information about traditional techniques used and to practice them as a pilot project. Improvement of agriculture through traditional methods, establishment of indigenous seed bank, and developing Rathabalagama village as an organic farming model village.

Inovative Financial Mechanisms

A revolving fund will be activated under this project, for the public and for those who are facing to the Human?Elephant conflict. This will be introduced to the other areas in future. Additionally it will help to manage the agricultural cultivations and increase the income. Expenses must be done under the recommendation of the committee.

Notable Community Participation

Farmers of 65 families who are facing the Human ? Elephant conflict are directly participating. Surrounding villagers are also involved, as they are also vulnerable to the effects.

Emphasis on Sustainable Livelihoods

Increasing the income of the community, through the agricultural cultivation near the electric fence.

Gender Focus

Mostly the Human-Elephant conflict is affecting to the women and children. During the night time they are staying out side of houses. Husbands are facing to various problems and ladies are leading the families. This project specially looks after about these parties. In the work force, highest percentage is males, but in social meetings 75% are ladies and 50% committee leaders are women.

Policy Impact

The Human- Elephant conflict was identified as a national problem effecting to the community and to the economy. Government has introduced a National Elephant Policy named ?Gaja Mithuro,? through the ministry of Environment and National Resources. With this program, gathering all parties and hopping to find out a permanent solution for the Human-Elephant conflict. This project helps to get through those activities and introduce best practices to solve the problem.

Capacity - Building Component

The project will increase the community awareness on environment and development. Hope to improve the reactions of the policy and decision makers and advocacy activities according to the global environment programs. Organize workshops to explain the community on how to be more effective in planning and implementing to gain higher profits from the agricultural products. Additionally train the village leaders as stakeholders to manage the Human-Elephant conflict

Promoting Public Awareness of Global Environment

This project covers U.N. convention on climate change and Convention to Combat Desertification (UNCCD). The commission according to article 06 for convention on Bio-diversity (CBD) and its 2010 targets also Bio-Diversity protection, upgrade the permanent usage is targeted. 01. Bio-Diversity capacity, living area, Conserve the Environment. 05. Protect the traditional knowledge for modifications and experiments. Changing of unfavorable land use methods, National Environment Action Frame are specially Covered.

Project Results

Target of 6.7 km of electric fence is established with the full particiaption of the villagers. 72 households in the villages of Kahakurullanpelessa East and West and uruhora are covered by the fence.
