Green for Targu Neamt

The project aims to raise public awareness and disseminate information on the climate change impact over the Targu Neamt area. It will also put in place measures for CO2 emission reduction, such as implementing a pilot system of photovoltaic panels for street lighting, and it will increase the capacities for CO2 emission storage by enhancing and properly maintaining the public green areas. A manual on climate change will be developed and procedures undertaken for its use in Targu Neamt schools (technology classes). The project will demonstrate how the effects of climate change can be mitigated with the active involvement of the Targu Neamt community by implementing accessible and sustainable measures for environmental protection.

Project Characteristics and Results

Significant Participation of Indigenous Peoples

30 locals are involved in training activities, 300 students participate in educational activities (a special manual will be developed within the project and adopted by the local education authority) and 7,000 persons are involved in information activities.

Planning non gef grant

After SGP funding the NGO helped the local administration to apply with a project to the Administration of the Environmental Fund in the frame of the National Programme of improving the quality of the environment by crating green spaces in localities and they won the project called "The rehabilitation of the central park of Targu Neamt, Neamt county"

The information activities contribute to the public awareness on climate change and use of renewable energy sources.

Project sustainability

The poles for public lighting with photovoltaic cells acquired within the project are estimated to function about 30 years, representing a model of good practice for the local community and tourists. The trees planted on the 15,700 sqm (planted area) will continue to reduce the amount of CO2 and dust, existing in the atmosphere for a period of 25 years, with beneficial effects for the city's population.

Policy Influence

The project Green for Targu Neamt represented the first step in order to reduce the CO2 emission at the community level. As a pilot project, it sets an example. Along with obtaining certain quantifiable environmental benefits,on the line of CO2 emission reduction/retention, the local administration's policy will certainly be influenced in a positive way.

Replication of project activities

The project can be replicated as a whole or just specific parts of the project. The project also could be replicated as the project activities being extended in a national scale.

Emphasis on Sustainable Livelihoods

The project contributes to the sustainable livelihoods of the local population by reducing the costs for public lighting (using RES: photovoltaic panels) and reducing the air pollution (extending and adequately maintaining the urban green spaces).

Capacity - Building Component

The project, through information materials, campaigns and educational activities, contributes to the capacity building: - at the community level regarding the climate change and mitigation of its effects by implementing accessible and sustainable measures for environmental protection; - at school population level on climate change issue, its causes and the possibilities to reduce them or mitigate the effects.

Notable Community Participation

The urban community from the small town Targu Neamt, 5 NGOs, 5 schools and the local public administration are involved in the project activities.

Gender Focus

The women are encouraged to participate in all project activities. 20 women are involved in dissemination activities, 25 women participate in practical activities for green spaces establishment and maintenance, 100 women are involved in educational activities.

Project Results

- 645 kg CO2 reduced by the end of the project and 15,5 tonnes of CO2 will be reduced within the lifetime of the 5 photovoltaic panels installed for public lighting purposes
- 2100 saplings were planted in public areas of Targu Neamt city, a quantity of 7 tonnes of CO2 was retained within the project, 12 tones annually, 300 tonnes within the lifetime of the saplings.
- The green spaces of the city, with an area of approximately 67.475 sqm, have a proper state of development, reflected in the capacity of sustaining the same amount of CO2 retention.
- Awareness raising and familiarization about renewable energy resources among 7000 citizens, 300 students, 168 women and 10 teachers
- The elaboration of information materials:
? a leaflet describing the purpose, objectives, activities and project partners in the context of a possible replication of the project - 500 copies;
? A leaflet highlighting the influence of climate change in the life of local communities - 500 copies;
? T-shirts - 50 pieces;
- A collaboration established between the NGO and the mayoralty of the city
- Climate Change Manual, 400 copies, 1000 leaflets - a manual edited and printed within the project for optional classes, was included in the curriculum and will prove its effectiveness after it's implementation.
- Two capacity building workshops regarding the edition of the Climate Change Manual, and two regarding the elaboration of the information materials
