Rehabilitation and improvement of pastures near villages and sustainable management of secondary pasture resources of the buffer zone of Kemin National Park in Kok-Oirok Ayil Okrug of Kemin rayon of Chui oblast

Proposed project is a continuation of previous project realized by Public Foundation "Rural Development Fund" in the Kok-Oirok Ayil Okrug which consists of three villages: Tegirmenti, Kayindi and Karaldobo with total population of 4156 people. The idea of the project is:
a) to improve the condition of pastures in the village territory,
b) building capacity of villagers to empower them to assess their own problems related to the natural resources and propose own solution
c) Collection of knowledge and expertise in the field of restoration of gradated pastures and other natural resources by the villagers themselves.
Main project activities: drafting a scheme of pasture use, additional sowing of perennial grass on degraded plots and restoration of old trees and shrubs in deforested areas. Thus in the village of Karaldobo is was decided to sew the pasture area of 26 ha with a mixture of perennial grass: sainfoin, born grass and Psathyrostachys juncea. Such a mixture will gurantee a raise of land productivity to 20-30%, it is easy to sew and will ensure a rights nutrient for cattle. In the village of Kaindy it was proposed to plant the species of sandthorn and poplar because of the uncontrolled cutting of trees in the territory of village pastures. In the village of Tegirmenti the villagers defined the problem territory and decided to plant 300 st of pine woods.

Project Characteristics and Results

Capacity - Building Component

As a project result the condition of pastures near villages Karaldobo, Kaindy, Tegirmenti of Kok-Oirok Aiyl Okrug were improved by sowing permanent grasses, growing bushes, trees. For example the fertility of the soil was increased three times from 2,5 tonnes of sainfoin received before they receive 7,5 tonne after the project. Local community has improved their skills of sustainable use of pasture resources.

Inovative Financial Mechanisms

For the long term sustainability of the activities of Jamaat, they have developed a Trust Fund which is formed by the reimbursement of seed funds by the beneficiaries who got the seeds after tree years of sowing. So, the first reimbursements were already made during the project in the amount of 2tonne of hey.

Promoting Public Awareness of Global Environment

Project results will prove to local residents the fact of interdependance of their social and economic livelihood and surrounding landscape. Local people realize the scale of the problem related to use of pastures and other natural resources, their direct and indirect causes and ways of solving these problems, for example, keeping and passing traditional knowledge on rational pasture use to new generations; training local inhabitants on simple methods of analyses of local problems for evaluation of pastures' condition; gaining experience in problems solving related to pasture degradation.

Emphasis on Sustainable Livelihoods

The main activities of local population are cattle-grazing and plant growing. They cultivate the land and grow mainly potatoes and wheat, excess of which they sell.

Notable Community Participation

The project is being realized by jamaat participants, which are living in three villages. They have an experience of implementing projects with such organizations as UNDP, ARIS, RDF and others. Jamaat "Kok-Oirok" was initiated by local population, and it is a kind of self-management group for joint solving local problems.

Project sustainability

The sustainability of the project was ensured through conducting^ 1) Capacity building training for the local population on sustainable use of natural resources and secondary pasture resources, 2) Purchase and teaching of using the GPSs for the better working in the pasture 3) Pasture restoration through planting of trees and sainfoins in 25ha, which will enable the local population to have additional income

Project Results

It was decided to begin project activities with informational campaign among the local population for the project effectiveness. Representatives of community established contacts with local authorities, administration of State Natural National Park "Chon Kemin", and Department of Pastures of Ministry of Agriculture of the Kyrgyz Republic. A number of meetings and round tables with involving local population and representatives of local authorities were organized and conducted. The project initiatives was met with a great approval. It was composed the list of persons, who are wishing to take part in project and in sowing of perennial grass, and also the list of those persons, who would like to guard plots with sand thorn.
Perennial plants seeds were bought taking into account the recommendations of experts from Scienctific Research Center of Cattle Breeding and Pasture: mixed grass crop of brome grass, and sainfoin and were planted in the area of 25ha. Moreover, Jamaat members decided to plant 1000 st of fir trees instead of 200 as was approved in the project, and 1300 st of poplar. The conservation of sand thorn was organized by the young members of Jamaat. Ther pasture specialist regularly visited the project are to make sure about the vitality of grass and trees.
Training was conducted on "Assessment and sustainable use of secondary resources of pastures in the buffer zone of Kemin National Park" with participation of 13 people. The second workshop was held on participatory development of plan of using secondary pasture resources directed to conservation and rehabilitation of secondary pasture resources providing the local communities additional income for their livelihood as well as to improve the pasture conditions.
Necessary equipment was bought: PC and GPS.
The information boards were established in the areas of sand thorn conservation zone defined by the project.Thanks to the sowing of perrenial grass in the pasture areas the fertility of the plot increased three times from 2,5 tonne of sainfoin up to 7,5 tonne per ha.
