Investigation and Control of Land-based Pollution in the Coastal Area of Dalian
Targeted Location and Population:

The city of Dalian faces to the east of Bohai Sea and to the west of the Yellow Sea.. The coastline of Dalian is about 1906 kilometers long, taking up 73% of total coastline of Liaoning and one tenth of the coastline of China. The coastline of Dalian is surrounded by the peninsula of Liaodong and nearly 260 islands and reefs, the land based coastline is 1288 kilometers and the island based coastline is 618 kilometers. Dalian coastline has numerous bays, reefs, and special landscape.

Dalian has a population of 6 million, of which, non-farming population takes up 68%. In the year of 2006, the average disposable personal income of urban residents is 13,350 Yuan.

Problems:
In the last decade, the public gave increasing attention to marine garbage pollution, which posed serious threat to marine environment. Garbage generated from industry, residents, tourism, and aquiculture finds its way into the sea, leading to eutrophication of seashore and damage to coastal ecosystem. Driven by ocean current and monsoon, the marine trash can float across the sea, not only threat ships, but also damage ocean plants and animals, and result in alien species invasion, which falls in the scope of international water and bio-diversity.

Solutions/ planned activities:
1. Organize training sessions for coastal investigators

2. Organize volunteers to conduct investigation on coastal and seashore garbage, and collect data relating to quantity, sources, types, properties, characters of the trash.

3. Set up internet based investigation program on the website of DEPVA, collect information by the phone of DEPVA.

4. Establish electric map search system.

5. Organize volunteers to carry out investigation and clean up beach garbage in Sprig, Summer and Autumn, especially in tourist season.

6. Organize local companies to carry out daily cleanup of garbage in the port area and take irregular investigation and cleanup of floating waste on the surface of public sea.

7. Organize professional diver and volunteers to investigate and clean up seashore and seabed.

8. Compile and print "Marine environment protection booklet".

9. Conduct outreach activities including media coverage, poster design, launching ceremony.

10. Set up a new program ?GEF SGP Dalian marine garbage project? on the website of DEPVA.

11. Organize training and seminar for local residents and stakeholders on marine pollution prevent.

12. give award to the outstanding contributors to marine protection.

Anticipated results/ immediate outputs of this project:
1. about 30 sampling points for coastal investigation are established.

2. an investigation report on Dalian marine pollution is completed.

3.about 5000 volunteers participate in beach cleanup activities and about 5 tons. of beach garbage are removed.

4. about 200 participants from companies partivipate in sea surface cleanup and about 3 tons of floating waste on the surface of public sea are removed.

5. about 50 professional divers participate in seabed cleanup and about 1 ton of seabed trash are removed.

6. is compiled and delivered to the locals.

7. media and general public pay more attention on marine pollution prevention.

8. about 1000 persons have the knowledge of marine protection.

9. about 100 outstanding units and volunteers on marine protection are rewarded by DEPVA.

Base on implementing experience of SGP project, the implementing NGO has actively involved in the 2010 ?7.16 Oil Spill? environmental emergency rescue work.
Project sustainability
Comprehensive partnership has been established between the implementation NGO and local government?the actively participation of Dalian Municipal Government, Dalian People?s Congress, Dalian Environmental Protection Bureau, Dalian Ocean Bureau, and Dalian Maritime Safety Bureau to the ?2011 World Environmental Day? event on marine litter clear-up could be a sound prove.
