12. Goal: To provide sustainable solutions to the hazards of pine (Pinus Roxburgii) needles/leaves by collecting and processing them into bio-products with ready market through community action and institutional support.

13. Objective:
? Promote collection and Processing of Pine Needles through community action to reduce threats to the global environment in areas of Biodiversity, Climate Change and Land Degradation.
? Develop community level strategies and implement technologies that could reduce threat to the global environment if they are replicated over time and space.
? Gather lessons responsive ways of project implementation, community level experiences and initiate the process of sharing the successful strategies and innovations among community based organizations and NGOs willing to partner in scale up and replication of the project.
? Build partnership and networks that support and strengthen community participation and NGO capabilities required to address the vital issue of innovative usage for abundant pine needles making it resources for sustainable development.
? Develop scalable and replicable project plan module using the strategic knowledge and experience gained through community level interaction and having gone through the entire process of project location identification identifying villages that would collect the raw material, establishing collection points setting up a processing plant ,making the end product getting them tested for quality and finally successful marketing them.

16. Activities:
? Identifying Villages in the Project that are to be mobilized for participation
? Meeting villagers to make them aware of the proposed project benefit
? Forming ?Perul Collection Groups (PCGs) Regular Meeting and Local decision in Village meeting.
? Establishment of Efficient Collection System with collection points at the road head near each collecting village
? Working out prompt weighing recoding and payment mechanism to PCGs
? Establishing quality control measures for the raw Material and make the PCG member aware of them
? Allocating responsibility of supply of raw material to the plant site
? Developing the price pattern or the product separating
? Establishing systems approach for marketing
? Develop proper recording system both at project level with daily production system dispatch sales losses and revenue recording accounting system.

18. Project Sustainability:
?Institutional: Project has provision of constituting collection group i.e. PCGs and federation in order to ensure Institutional sustainability. This is the innovative program and encourages local ownerships and links to banks for future credit access.
? Social: Project needs to emphasize the role of gender sensitiveness through the project. It needs to have some component specifically for the women so that gender balance in the project could be shown.

? Both local and global importance.
? Direct impact on the livelihood of local population.
? Focus on Bio-diversity , Mountain Ecology , Climate Change , Land Degradation.
? Success of the project would degrade the incidence of forest fires.

Emphasis on Sustainable Livelihoods
Collection and the supply of Abundance of Pine needles to the collcetion point in large quantities provieds the wages to the villagers and have direct impact on their livelihoods. Procurement and processing of pine needles genrates the employment opportunity for skilled and non skilled workers.
Gender Focus
The PCGs formed in the villages consisting of mainly female members. They are given opportunities to suggest and participate in all the decision making and other activities. As the adult male population from the project area is forced to migrate in cities for their livelihood, human resource are mainly be women.
