The Protection of Peatland Ecosystem Management Right and Community’s Bargaining Power through The Development of Sociological and Ecological-Responsible Local Productivity Mechanism in Katingan District and Kotawaringin District, Central Kalimantan
GOAL
To mprove the economic capacity of communities who depend on peatland ecosystem through cultivating that is suitable to the potential of the region as an attempt to increase their bargaining position in halting the rate of deforestation and peatland degradation as well as strengthening the governance right in Mendawai District, Central Kalimantan.
OBJECTIVES
Objective 1 : To improve governance rights and the bargaining position of the people in peat land area
Indicators : a. Village regulations that govern the management of peat land that considers the ecological and sociological factors of peat lands.
b. The documents of land management, analysis of disaster threat at village-level, and plan village visioning.
c. The maps of land management at village level.
Activities : a. Workshop on Village Regulations (Perdes) Formulation
Puter Indonesia facilitates constituents? workshops to design Perdes along with other parties. Perdes is formulated based on the output of continuous activity with the Participatory Mapping, Workshop on Analysis of Village Asset, and Village Planning.
b. Participatory mapping
Puter Indonesia facilitates community meetings, assisted by Participatory Mapping Work Network (JKPP) to conduct participatory mapping with thematic maps: land use and the ownership, the history of fires, public facilities, village administrative boundaries, vegetation cover in Tewang Village region, Mendawai District, Katingan Regency, Central Kalimantan Province.
c. Workshop on Analysis of Village Asset and Village Planning.
Puter facilitates meeting with representatives from the community (20 representatives) to do an analysis of village asset, their sources of production and the history of disaster (fire) to be combined with land use maps as part of the formulation of future?s village plans.
Objective 2 : To consume local-based resources energy in local level
Indicators : a. A comparative study of energy use at household level.
b. The use of alternative energy use at household level by 50 heads of households.
c. The analysis result of energy consumption patterns at household level.
Activities : a. Energy Consumption Study. Puter Indonesia carries out energy consumption assessment at households in Tewang Kampung or Kampung Melayu village, Mendawai district, Central Kalimantan Province. Through a structured interview method to approximately 50 respondents, the data then would be used as a basis of analysis of energy consumption patterns.
b. Comparative study of energy use. Puter Indonesia carries out trial of energy consumption at household level. Types of energy that are being in trial, among others are; kerosene, LNG (Liquid Natural Gas), firewood, peat and dry leaves. 10 households test each type of energy within one month. The result of the test becomes the recommendation for region that suitable to the characteristics of the region where the energy is being tested.
Objective 3 : To increase the Local Production Pattern (Wana-tani, provides alternative income for the people by increasing the capacity of Jelutong wana-tani and peat lands aquaculture)
Indicators : a. Training material to increase pattern of local productivity in peat swamp forests by considering the ecological and sociological aspects.
b. Increased skills of 75 residents to cultivate endemic plants of peat swamp; the choice of plant cultivation and the treatment of peat will be considering the characteristics of peat lands.
c. The pilot of Jelutung land cultivation and peat swamp aquaculture as well as post-harvest fish processing. At least two locations each that are managed by the group.
Activities : 1) Formulation of training materials in local productivity improvements in peat lands by considering sociological and ecological factors and local best practice. Materials will be formulated in interactive way, through workshops and materials trial, along with local communities of jelutung tapper and freshwater-fish farmers.
2) Workshop on Jelutung (Dyera Lowii) cultivation and aquaculture with the agenda as follow: an evaluation of cultivation that has been carried out residents, training of best practice cultivation in peat lands, the formulation of action plans of Jelutung cultivation and peat swamp fish. Puter Indonesia will facilitate meetings with the community, around 75 people accompanied by 1 technical facilitator.
3) Planting of 2400 Jelutung stems by participants of the workshop/people around the area of Mendawai district that have been designated, with the time of planting to maintenance that takes for 12 months.
4) Aquaculture. Puter Indonesia will facilitate and assist 10 groups with a total of 50 people to do the peat swamp aquaculture using floating fish cage.
5) Improving environment-based economy
Objective 4 : Information Dissemination. Modules that have been made by Puter Indonesia can be used by direct (end user) and can be disseminated to prospective beneficiaries.
Indicators : a. Disseminated training materials to increase the pattern of local productivity to 500 other communities in the area of peat swamp forest.
b. The replication of model of the local productivity improvement pattern by another community of peat swamp ecosystem.
c. The material on peat swamp forests and climate change and the rights of local communities in climate change mitigation schemes.
Activities : 1. Materials formulation of climate change mitigation and the rights of local communities. Puter Indonesia compiles materials on climate change and the rights of communities that have been made by Puter Indonesia to be later drafted into a comprehensive material. These activities are conducted at the location where the writers reside.
2. Material multiplication. Puter Indonesia will lay out and reproduce 500 copies of materials and film- printed in Bogor. The module will be distributed to the parties in need including Puter?s network.
