Create conditions for rehabilitation of woodareas and protection of lands from wind and sand erosions through plantation of Halaxyon in 60 ha land in Shaartuz area, Tajikistan.
Jura Nazarov Jamoat (local governance entity) of Shaartuz district located at 200 km distance away from Dushanbe. It was founded in 1929 year. The population of jamoat equals to 15,668 persons, consisting of various ethnic groups. The local populations mainly engage with agriculture production, animal husbandry and small entrepreneurship. There are 82 farmers (Dekhkan farmers/ DFs) established and operating within Jamoat to date. The area endows with 1,795 ha of arable land, 1,050 ha kitchengarden plots, and 250 ha of presidential lands. It is located along the border with Afghanistan and Uzbekistan. Therefore, the area is often exposed to strong wind and sand storms, which last for weeks and even more. The local populations call such storms ?afghan?, as it mainly across country from Afghanistan.

A total of 3,000 ha of semi-arid lands cover the Southwest of targeted area. The existed wood & saxaul lines were used to protect lands in the area, by creating so-called buffer zones, from sand storms. In the present, size and number of buffer zones tremendously reduced as it is no longer in capacity to ensure adequate protection of arable lands. This situation contributes to further land erosion and degradation. During sand storms the levels of sand and salt rise far high to the air and clouds the whole area for weeks. Such storms strongly jeopardize the health and life of local population, and destroy the whole agriculture crops. Low level of civic ecological education and massive cutoff of buffer zones (during cold spells when no electricity supplies), resulted in increase of desertification and land degradation. As a result, today above 2,267 families live within targeted zones experience lack of land for growing agriculture crops: wheat, vegetables and fruits. The existing lands are either poorly degraded or lost their original production capacity. In the past, the area was one of the large producers of wheat, barley, corn, tomato, cucumber, onion, grapes and apricots, which are now twice reduced - as land desertification rapidly and progressively increasing.

The NGO ?Jamoat Resource Centre Jura Nazarov? in the framework of GEF funded project, ?Sustainable Land Management?, carried out similar project on plantation of saxaul seeds in the area of 25 ha land in Aivaj and Utanobod villages. The main purpose of the project was to establish woodline in order to protect land from wind and sand storms as well as prevent wind&sand erosions. The project is successful as it will help to protect lands from degradation and erosion. The proposed project, plantation of saxaul seeds in the area of 60 ha of lands, will be buildup on the past experiences and will supplement the on-going initiatives within targeted jamoat and villages.

Project Characteristics and Results
Notable Community Participation
Community residents participated from the very inception of the project. Their participation at pre-initiation stage of the project was limited to attend the community meetings and consultations that have been conducted within project command areas. Further, some 400 community residents have participated in land preparation works and seeds plantation in 60 ha land. In addition to the community residents other members of society, state authority, village leaders, and farmers actively participated in the project activities. As per project, the responsibilities for operation and maintenance of the saxaul plantation is to be taken over by Forest department of Shaartuz district. In cooperation with community residents the latter hired a watchman who ensures protection of saxaul plantations everyday. In first years, the community residents agreed to share certain amount from sold agriculture crops for security purposes, as additional contribution to the project.
Replication of project activities
Each year, state Forest department and community residents (land farmers, landowners) continue expansion of saxaul woodareas to new areas. The project results and its impact demonstrated the SLM best practice and adequate approach to rehabilitate woodareas and increase protection of lands in target areas. It is presumed that SLM best practices and lessons learnt can be desiminated amongst community residents of other geographical areas.
