Reduction of desertification in the are of 40 ha in the basin of Uzunahmat river of of Cholponata aiyl okrug in Toktogul rayon by organizing a revolving seeds' fund to encourage population for planting trees and bushes vegetation and to stop agricultural arsons.

The village of Aktetir is located in the Southern Kyrgyzstan with population of 6780 and 1750 households. Although the population is mainly engaged in livestock breeding and plant cultivation, sometimes the production exceeds the profits. The project involves in total 240 people where 125 men and 115 are women. The wish of all of them is to cope with the problem of degradation of the area of 45 ha in their village. Therefore, the project proposal was developed by them with the proposed solution to reduce the degradation of land by introducing mechanism of: plantation of fast-gowing trees and bushes and seeding permanent sainfoid instead of old-way of arsoning.
Hence, the members of Jamaat will get certain ammount of seed allocated to him/her on the revolving bases.

Project Characteristics and Results

Replication of project activities

As the trainings were carried out in the neighboring villages with participation of local people, it is expected that the project will be replicated with the local communities' own initiative and their own realization.

Capacity - Building Component

Capacity building activities were undertaken by providing trainings in three villages with participation of 145 people including local population, representatives of Local Administration, Region Administration and Mass Media. The training gave the knowledge about financial mechanism that was used in the project, and it allowed people to understand the principles of revolving fund of seeds.

Policy Influence

Comparing the territory condition before and after the project, people has changed their attitude towards the way of coping with weeds and gradually transform from arsons to plantation of trees, bushes and sainfoins. Hence, the project getting wider in the territory of coverage and changing the way of farming of many.

Notable Community Participation

Members of Jamaat "Kelechek" participate in plowing, harrowing, sowing, taking care and protection of plots. They bought (on their own expenses) and planted 11 836 saplings and shrubs.

Promoting Public Awareness of Global Environment

Organizing of ecological corners and rooms in 5 schools and 2 kindergartens, as well as, wide information campaign, increase public awareness of environment problems. Moreover, the project results were published as a successful example in the local newspaper for 5 times, and additional 300 leaflets will also raise the interest of population to the ecological problems and demonstrate available solutions.

Project sustainability

Sainfoin is planted on private territories and will give profit for a period of 10 years. Approximately 10 tonns of hey can be grown from 1 hectar, which can be valued up to 80000 soms. Counting all the expenses, revenue makes up to 45000 soms. Households will be able to return funds to the revolving fund from this amount. Also it was decided to implement system of bonuses for the best farmers according to the monitoring results which would motivate members to grow more sainfoin and help improve the environment.

Significant Participation of Indigenous Peoples

The project involved all the stakeholders from local communities, CBOs, administration etc., which lead to the successful demonstration and sharing of results.

Inovative Financial Mechanisms

The project proposed an innovation mechanism as a creation of revolving seeds fund which allow the population to purchase necessary seeds and then repay it in the certain,defined by the Jamaat time.

Emphasis on Sustainable Livelihoods

Two times sainfoin harvests help families to increase their income. According to the calculation the income of one household will ammount to 45 000 KGS (almost 1'000 USD) which is very good for the rural population and will allow them to invest into their other needs. As a result,the income of households will grow at the same time contributing to the improvement of the land quality for a long term period.

Gender Focus

When allocating the seeds to the farmers the advantage was given to women. In total 5 families leading by women received seeds fro the appropriate land area.

Project Results

During implementation of Projects the following activities are done:
1. Information campaign was organized and conducted:
1.1. Workshops and meetings with stakeholders (from 2 villages) on introduction of conditions of
participation to the Project and also explanation of financial scheme have been organized and
conducted. Representatives of local administration, local branch of Forestry Department of
Kyrgyz State Agency on Environment and Forestry are also invited to these workshops. Total
amount of participants was more than 100.
1.2. Four information indexes have been elaborated and installed in village Aktektir, near the building
of local administration, and also on the road between the village Aktektir and rayon center
(Toktogul town).
1.3. Ecological stands and corners are organized in 5 schools and 2 kindergartens.
1.4. Calendars (200), booklets (300) and posters (250) are issued and distributed to local population.

1.5. Three articles on Project activities are published in local newspaper "Shamshykal".
2. Inventory of flora and fauna on sites are organized and carried out by invited experts from National
Academy of Sciences of the Kyrgyz Republic. More thn 488 species of plants were found, among
them 11 rare endemic species, 3 of them are included to the Red Bood of Kyrgyzstan. 3 species of
birds and 2 species of mammals are included to this Red Book too.
3. Seed Fund was established and also Fund for financing sowing seeds of sainfoin and barley. Seeds
of sainfoin (6 000 kg) and barley (10 000 kg) have been bought for sowing on degraded land. Seeds
are transported and kept.
4. At the beginning of Project obnly 7 families were involved. Now 42 families (240 persons) are
participating to the Project. Seeds of sainfoin and barley have been distributed to them. They
planted trees (firs, pine-trees, and thuyas) on their plots.
5. Forms for school patrols have been bought and given to shoolchildren.
6. Necessary equipment was bought (PC, printer (combined with scanner and xerox).
7. 11836 saplings of trees and bushes have been planted. This together with seeding sainfoin prevented pasturelands from degradation.
